창업보육 수요자 관점에서의 창업보육매니저가 갖추어야할 핵심역량에 관한 연구

국문 초록

본 연구는 창업보육 정책의 수요자인 창업센터 입주기업 관점에서 평가한 창업보육매니저가 갖추어야 할 핵심역량에 관한 연구로 보육기업 육성에 필요한 핵심역량의 정의와 역량별 중요도를 연구하기 위한 것이다. 이를 위해 선행연구를 통해 매니저에게 요구되는 핵심역량을 탐색하였으며, FGI(표적집단면접법)를 통해 선행연구에서 언급한 핵심역량을 내재적 속성에 따라 유형화하고 정제하는 과정을 수행하였다. 이를 바탕으로 창업보육 수요자인 입주기업을 대상으로 중요도 평가에 관한 설문을 실시하여 매니저에게 요구되는 핵심역량을 도출하였다. 창업보육매니 저의 핵심역량 평가를 위한 대 기준으로 창업보육 관리역량과 입주기업 사업화 지원역량으로 구분하였고, 창업보육 관리역량하의 평가 소 기준으로는 창업보육 사업관리역량과 행정관리역량으로 구분하였으며, 입주기업 사업화 지원역량하의 평가기준으로는 기술개발 지원역량과 재무관리 지원역량, 마케팅 지원역량 및 인적자원 관리역량으로 구분하여 평가하였다. 연구의 결과 매니저가 갖추어야 할 핵심역량 중 창업보육 사업관리역량으로는 기업지원프로그램 개발에 관한 역량이 가장 중요한 요소로 평가되었고, 창업보육 행정관리역량으로는 입주기업과의 소통이 가장 중요한 요소로 평가되었다. 입주기업 사업화지원역량 하의 기술개발 지원역량으로는 R&D역량 이 가장 높은 평가를 받았으며, 자금조달 지원역량으로는 정책자금 활용방법이 가장 중요한 역량으로 평가되었다. 자금관리 지원역량에서는 자금운영계획 수립이 중요하게 평가되었으며, 마케팅 지원역량으로는 사업 타당성 분석이 중요하게 평가되었고, 인적자원 관리역량으로는 인적 자원개발지식이 가장 중요한 역량으로 평가되었으나, 그 결과가 통계적으로 유의하지 않아 창업 보육매니저에게 필요한 핵심역량으로 정의하기에 부적정한 요소로 평가되었다. 창업보육이란 사업 초기 불확실한 기업의 외부환경을 극복하고 안정적인 사업단계에 이를 수 있도록 다양한 요소의 자원을 동원하여 기업을 지원하는 것으로 매니저의 역할이 중요하다. 본 연구에서는 서비스의 수요자인 입주기업의 관점에서 매니저에게 필요한 핵심역량에 대하여 평가한 바, 창업보육 업무를 수행하고 있는 매니저들은 기업의 요구를 바탕으로 자기계발을 수행해야 할 것이다.

영문 초록

The purpose of the present paper is to explore the essential capabilities needed by business incubation managers that were evaluated from the viewpoint of the entrepreneurs who are housed in the business incubators as consumers of the business start-up policy. In this context, the core capability that is required of a business incubation manager to nurture the start-up business shall be defined and the significance of the elements for such capability shall be researched in this paper. For this purpose, previous studies were reviewed to search for the core capabilities required by the managers and such capabilities were then classified and modified according to their intrinsic attributes by using FGI (Focus Group Interview) method. Based on this, we conducted a questionnaire survey to the tenants who are admitted to the incubation centers to find the core competencies required for incubation managers. As a major criterion for evaluating the core competencies of incubation managers, their capabilities are classified into the one to manage incubation and another to support the tenants for commercialization. As a sub-criterion for incubation management, capabilities are further divided into the one to manage the project in a managerial and administrative way. As a sub-criterion to support the tenants for commercialization, on the other hand, capabilities are also categorized into the ones to assist the tenants for technical development, financial management, marketing and human resources control. From the study, it was revealed that, among the core competencies that managers should have for assisting start-up enterprises, competency to develop the business support programs is considered to be the most important factor in promoting the business incubation project. Whereas, communication with the in-house enterprises is believed to be the key factor in managing the business incubation project. On the other hand, R&D capacity turned out to top the list in terms of technology development support capacity under the supporting business of inhouse enterprises, and policy fund utilization method was evaluated as the most important capacity for financing support capability. In case of financial management support capability, the establishment of the fund operation plan was evaluated as important while, in terms of marketing support capability, the business feasibility analysis was evaluated as important, and the HR development knowledge was regarded as the most important capability in the HR management area. Since, however, such results are not statistically significant, it is evaluated as inadequate to be used to define the core competency of incubation manager. The role of incubation manager is significant since he/she is expected to support the enterprises by mobilizing various resources in order to help start-up enterprisers overcome the uncertain external environments and reach stable business stage right from the beginning process. In the present study, managers core competencies are evaluated from the point of view of the tenant who is a consumer of services at the same time. In this sense, the managers who are engaged in business incubation project should perform self – development in line with the needs of the enterprises.
