국문 초록

이 논문은 지난 2000년부터 시작된 한국의 전력산업구조개편 정책이 2004년 배전분할 중단 결정으로 중단되는 과정에 대한 연구를 통해 우리나라 전력산업구조개편의 정치경제학적 함의를 분석하고자 한다. 이 연구를 통해 당시 전력산업구조개편 중단의 배경에는 1) 이미 구조개편이 선행된 해외 전력 산업의 문제점, 2) 우리나라 전력 산업의 특수성으로 인한 구조개편 이후 전망의 불투명성 외에도 3) 구조개편을 둘러싼 주체들의 역할이 중요하게 작용했음을 주장한다. 배전분할 중단 이후 민자발전 확대, 전력직거래제도, 수요반응 시장 등 일련의 경쟁 확대 정책이 지속적으로 추진되는 상황에서 앞으로의 에너지 부문 구조개편의 방향을 예측하기 위해서는 이와 관련된 이해당사자 및 경제 주체들의 움직임에 주목할 필요가 있다는 점이 본 연구의 시사점이다.

영문 초록

This paper analyzes the political and economic trends associated with Korea s electricity industry deregulation. The study reviews the factors that led to suspension of the distribution sector unbundling of Korea s power industry in 2004. The suspension stopped deregulation of the entire power industry that had focused on introduction of a competition system to the nation s electricity industry since 2000. The authors confirm that Korea s electricity deregulation was suspended because of 1) problems countries that already pursued deregulation had faced, 2) uncertainties Korea would experience after deregulation due to characteristics of the country s electricity industry, 3) roles and actions of interest groups. Results of the study suggest the need to pay more attention to interest groups and economic bodies in the industry to predict future development of industry deregulation, when market competition policies, such as expansion of private power generation and direct power transaction and demand response market, are driven by the government consistently.
