광장투쟁 이후, 혁명 후의 혁명을 내다보며

국문 초록

광장투쟁은 2008년 세계공황 이후 전세계를 휩쓴 노동자민중투쟁을 일컫는 상징적 표현이 되었고 그 끝자락 즈음 한국에서도 전개되었다. 위기를 사회화하려는 미국, EU를 중심으로 하는 제국주의 국가와 각국의 자본과 정권에 맞선 노동자민중투쟁은 각 대륙별 국가별 특성을 가지고 전개되었고 귀결되었다. 한국 역시 차별과 배제를 전면화하는 자본과 정권의 신자유주의 공세에 맞선 노동자 민중의 투쟁이 지속되었고 이러한 정치경제적 배경을 바탕으로 광장투쟁이 전개되었다. 한편 분단국가의 특수한 조건이 정치경제는 물론 사회문화적으로 규정하는 경직성, 즉 정치적 보수주의에 대한 투쟁이기도 했다. 그럼에도 광장투쟁은 97체제에 저항하며 투쟁해온 노동자민중이 아니라 역사적으로 한국에서 자본의 신자유주의적 전략을 추진한 세력, 자유주의자들의 승리로 귀결되었다. 그것은 광장투쟁이 결국은 탄핵이라는 제도적 절차를 통해 마무리된 결과이지만 노동자민중운동의 한계가 노정되고 반영된 결과이기도 하다. 광장투쟁의 승리로 출범한 문재인정권은 사람중심의 경제 즉, 일자리와 복지를 중심으로 하는 소득주도성장론을 내놓고 있다. 이는 상대적으로 진일보한 정책이라고 판단되지만 신자유주의 자본전략을 폐기하는 데까지는 이르지 못하고 있다. 그 한계는 이미 노동부문을 중심으로 드러나고 있으며 전면화하는 데 그리 오래 걸리지 않을 것이다. 리고 적폐청산의 이름으로 국정원, 검찰, 경찰 개혁을 통한 공안체제를 바꾸어내고 분단체제를 허물어뜨릴 정치제제의 재편 등 정치적 자유주의를 전면화하고자 하는 노력이 지속될 것으로 보인다. 그러나 한반도를 둘러싼 정치지형으로 볼 때 이를 근본적으로 가능하게 하는 분단체제 극복이라는 과제는 그리 만만해 보이지 않는다. 분단의 시작이 그러했듯 그 해결 역시 남한정권, 문재인정권이 나서서 주도적으로 해결하기엔 그 한계가 자명하다는 점에서도 그렇다. 광장투쟁이 차별과 배제를 극복하는 97체제에 저항하는 혁명이었다면 그 조차 미완으로 끝남으로서 결국은 또 다른 혁명이 필요하게 되었다. 그것은 97체제, 신자유주의체제를 전복하는 혁명이자 자본위주의 사회를 노동자민중을 위주로 하는 사회로의 혁명이기도 하다. 민영화에 맞선 국유화, 노동권의 쟁취, 정치사상의 자유를 위한 투쟁으로 시작하고, 재편된 계급의 재구 성을 위한 투쟁에 나서야 할 과제가 놓여 있다.

영문 초록

Square Struggle becomes a symbolic icon called mass laborers struggle which has swept all around the world since world economic crisis occurring in 2008. By the time when such a crisis almost came to an end, mass laborers struggle broke out in Korea. In the nation, there were constant mass laborers struggles against the emergence of Neo-liberalism that capital and the government pursue in strong favor of discrimination and exclusion. Square Struggle was caused by the and economic situations. Such a Square Struggle was another struggle against rigidity, in other words, against political conservatism that socio-culture defines due to the particular condition of the national division which the Korean Peninsular faces. Nevertheless, Square Struggle was not considered the victory of mass laborers in struggles and fights against ‘1997 IMF crisis,’ but the victory of the liberal group that had established the strategy of capital’s Neo-Liberalism in Korean history. The things were the result of Square Struggle that came to an end by the institutional procedure of impeachment, but another result of the limit of mass laborers movements. The administrative government of President Moon Jae-in established by the victory of Square Struggle announced income-directed growth, focusing mainly on men-centered economy, in other words, job creation and welfare. Yet, its limit has already been discovered especially in the labor sector, and it is anticipated that the scope of the limit would be expanded in overall sectors, soon. Also it is expected that there would be constant efforts to pursue political liberalism under the cause of eradicating a deep-rooted evil. But judging the geographic and political situation surrounding the Korean Peninsular, it is challenging to accomplish the task of finding a solution to national division which could fundamentally realize such a system. Square Struggle was the revolution in resistance against ‘1997 IMF crisis’ for anti-discrimination and anti-exclusion but came to an incomplete end, which brought about another revolution, in the long run. That is the revolution that overthrows Neo-Liberalism and the revolution, at the same time, that replaces capital-centered society with mass laborers-centered society. There is a task to be posed in a struggle for reorganizing the restructured class, with the beginning of nationalization against privatization; strife for labor rights; struggle for freedom of political idea.
