국문 초록

1907년 3월 대화재 이후 인천에서는 일본 거류민단의 주도 하에 조계 외곽의 일본인 거류지를 대상으로 시구개정사업이 시행되었다. 시구개정사업은 러일전쟁을 전후해 무계획적으로 팽창된 일본인 거류지 일대를 정비하는 것이었다. 하지만 그 이면을 들여다보면 인천항의 경쟁력 약화와 장래에 대한 불안감이야말로 시구개정사업을 추진하게 만든 근본 요인이었음을 알 수 있다. 다시 말해 경부선, 경의선 개통에 따른 물류수송망의 변화와 용산 일대의 대규모 개발 등으로 신규 인구의 유입마저 정체되자 거류민의 영구적인 정주를 위한 주거환경 개선은 시급히 해결해야할 현안으로 인식되었다. 이사청의 협조를 얻어 거류민단에서 주도한조선정 일대의 시구개정사업은 현재 우현로에 해당하는 축현-궁정 도로개수사업으로 귀결되었다. 거류민들은 도로개수사업을 추진하는 과정에서 사업비 일체를 한국정부에 전가하면서도 개수된 도로와 하수도의 유지․보수 업무를 인천부윤이 아닌 거류민단에서 직접 관할하려는 이중적인 태도를 보였다. 사실상 시구개정사업비는 메가타 총세무사, 미야기 인천세관장과 의 교섭을 통해 세관 설비 확충을 위한 탁지부소관의 세관설비공사비 일부가 전용된 것으로 판단된다. 이와 함께 거류민단은 궁정 일대의 외국인지주들과 협정서를 체결해 토지세 등을 감면해주는 대신 도로 행정에 관한 일체의 권한을 넘겨받았다. 그리고 이사청은 도로취체규칙 등을 비롯해 도로 이용 및 유지에 관한 일련의 규칙을 제정함으로써 한국정부를 대신해 개항장일대의 시가지 행정체계를 수립했다. 그 결과 조계 외곽의 잡거지이자 ‘조선지계(朝鮮地界)’에 해당하는 일본인 거류지 일대의 도로 관리업무는 사실상 이사청과 거류민단의 소관이 되고 말았다.

영문 초록

After the great fire of March 1907 in Incheon, a city street improvement project was implemented. Under the lead of Japanese residents, it targeted Japanese residence in the outskirts of the settlement. The city street improvement project was designed to reorder the Japanese residence area, which had expanded planlessly during the Russo-Japanese War. However, on another level, the fundamental factors that promoted this city improvement initiative were the weakened competitiveness of Incheon port and anxiety about the future. The city street improvement project organized by the residents of the Joseonjeong area with the cooperation of the removal administration led to the Chukhyeon-Gungjeong road improvement project, which currently belongs to Uhyeonro. In the road improvement process, the residents showed an ambivalent attitude: they sought to manage the maintenance work or the improved roads and sewers directly instead of Incheon Buyun, while shifting the business expenses onto the Korean government. In reality, the city improvement expenses were integrated with some of the customs facility work managed by the land survey division to expand the customs facility through negotiations between the Megata Inspector General of Customs and the Migagi Incheon Custom Collector. Accordingly, the residents received sole authority over the road administration, instead of reducing the real-estate tax, etc. in agreement with foreign land owners. Moreover, the removal administration established an open port area administrative city system instead of the Korean government by enacting the rules of road use and maintenance, including「Road Control Regulations」, etc. As a result, the road management of the Japanese neighborhood which belonged to “Joseonjigye (朝鮮地界)” as well as of the mixed neighborhood in the outskirts of the settlement actually fell under the jurisdiction of the removal administration and residents.
