영문 초록

This paper analysed the processes of Russian and of Chinese business reforms in historical aspects. Under the socialistically planned economy the process and the contents of the Chinese business reforms closely followed those of Russia in spite of political confrontations, It is because the essence of business reforms of the two countries is to recover the business inefficiencies of socialistically planned economy respectively. Similarities in the reforms of the countries are distinctive in the following aspects: goal of the central plan has changed from production quantity to sales quantity, then to total sales amount and finally to profits in both countries. Also the “aerated profit is retained by each company unit, not by the national fund. The similarities are found also in relation to economic system, i.e. these reforms took place without changing the fundamental structure of state-owned companies and of business control under central plan. However, the business reform of both nations took different route since the recent transformation of economic system. China unlike Russia did not fully privatize businesses even though it has adopted market economic system.
