러시아 사립대학의 동향과 문제점

국문 초록

시장경제 시스템으로 급변한 러시아의 교육시장에는 국가와 무관한 교육기관의 필요성이 대두되었고, 다양한 재원을 바탕으로 사립대학들이 대거 출현하였다. 본고의 목적은 글로벌화 되어가는 고등교육시장의 현실을 직시하고, 그 문제에 대한 대안을 개발하는 것이다. 이를 위해 우선 러시아 사립대학의 출현과 기능을 중심으로 그 효용성을 고찰한다. 아울러 현재 러 시아의 고등교육 현장에서 한 축을 맡고 있는 사립대학의 이미지와 함께 그 현실과 문제점을 분석할 것이다. 러시아 대학은 ‘혁신적 교육’ 개념에 바탕을 두고, 순수지식 전수보다 기본적인 경쟁력을 갖추기 위한 교육을 수행하고 있다. 과도한 상업화를 추구하는 오늘날 대학의 모습에서 전통의 상실을 볼 수도 있겠지만, 이는 새로운 체제에서의 생존 본능에서 비롯된 것이 라 하겠다. 고등교육 수요자의 욕구를 제대로 만족시켜 주지 못한 기존의 국립대학은 사립대학의 출현과 증대를 부추길 수밖에 없었다. 러시아 사립대학은 다양성과 혁신, 경쟁력과 통합성, 유연한 재생산 기능으로 그 효용성을 검증 받았다. 국립대에 비해 질적 수준이 떨어지는 사립대의 이미지는 유망한 미래에 대한 청사진으로 대체되고 있다. 이미지 쇄신을 위해 사립대는 대내외 적 방안을 다양하게 강구한다. 국립에 비해 많은 차별을 받는 사립대의 현실은 빈곤한 재원과 열악한 교육환경을 극복하는 것이 선결과제이다. 사립대학은 국가 평가에 통과하기 위해 운영여건을 강화시키고, 교육주체의 결 정권을 보장하면서 다양한 프로그램을 통해 교육의 질을 높이고 있다. 이를위한 대안으로 지역별 ‘연합대학’이 구체화되고 있으며, 국립대와의 파트너관계를 강화하는 전략도 구상되고 있다.

영문 초록

In the Russian educational market, which has rapidly changed into a market economy system, the necessity of educational institutions irrespective of the state has emerged. Private universities have appeared on the basis of various financial resources. The purpose of this article is to face the reality of the globalized educational market and develop alternatives to the problems. First of all, we examine the emergence and functions of Russian private universities. In addition, I will analyze the realities and problems with the image of the private university that is currently in charge of the higher education in Russia. Based on the concept of innovative education , Russian universities are carrying out education to acquire basic competence rather than pure knowledge. The loss of tradition can be seen in today s universities in the pursuit of excessive commercialization, but it comes from the survival instinct in the new system. The existing national universities that did not satisfy the desire of higher educate recipients had no choice but to encourage the emergence and increase of private universities. Private universities in Russia have proved their effectiveness with diversity, innovation, competitiveness, integration and flexible reproduction function. The image of private universities, whose quality is lower than national universities, is being replaced by a blueprint for a promising future. For image renovation, the private universities take various measures both inside and outside. The reality of private universities, which receive more discrimination than the national one, is to overcome poverty and poor educational environment. Private universities strengthen operating conditions to pass national assessments. In addition, the quality of education is being improved through various programs while ensuring the right of the educator to decide. As an alternative, Associated university by region is being embodied, and a strategy of strengthening partnership with the national university is envisaged.
