국문 초록

본 논문은 대통령직 인수위원회의 국정 어젠다 세팅 과정에 관한 대안적 미래전략을 제안하며 루빅스 큐브 시나리오 방법의 기능과 의미를 설명한 다. 주로 정책학에서 연구되어 온 기존 정책의제설정 모형 및 이론들은 차기 행정부로 인수되는 과정, 특히 대한민국 대통령직 인수위가 작동되는 전환 기에 최적화된 미래전략적 정책의제설정 방법론에 적용되어 복잡한 정치 현상을 설명하기에는 제약 사항들이 있는 것으로 연구되었다. 차기 행정부로 인수되는 과정에 있어 국정 어젠다 세팅의 필요성은 전환기의 중요한 당면 과제이며 이 과정에 적용될 수 있는 미래연구 기법을 토대로 한 방법론을 제안하는 것이 본 논문의 목표였다. 결과적으로 본 논문은 국정 어젠다 세팅 과정에서의 미래전략적 대안과 가능성을 논증하는 과정에서 루빅스 큐브 시나리오 방법의 활용 가능성을 모색하였다.

영문 초록

This thesis proposes alternative future strategy of government administration agenda setting process by presidential transition committee and explains the function and significance of Rubik’s Cube Scenario method. It was researched that existing models and theory of policy agenda setting that was mainly researched from policy science has many limits on explaining the complex politic phenomena due to the fact that it was applied to future strategic policy agenda methodology that is optimized to period of the transition term when Korean presidential transition committee are operated. In terms of process of transition to the next term executive branch, necessity of government administration agenda setting is urgent problem of transition period, and the objective of thesis is to suggest a methodology based on method to research the future that can be applied to this process. Therefore, this thesis sought application potential of Rubik’s Cube Scenario method in the process of demonstrating the future strategic solution and potential in the process of government administration agenda setting.
