국문 초록

우리 정부에서는 1990년대 이후 국가정보화지수를 측정하여 발표하여 왔으며, 이는 우리나라 사회의 급격한 정보통신 환경의 발전을 객관적으로 보여주는 중요한 지표로 활용되어 왔다. 하지만 2000년대에 접어들면서 국가정보화지수가 급격히 변화하는 정보통신 환경을 반영하지 못한다는 비판 론이 제기되었으며, 결국 2008년부터 국가정보화지수는 폐기되기에 이른 다. 국가정보화지수는 시대적 변화를 반영하지 못한 국가 지표의 몰락을 보여주는 대표적인 사례라고 할 수 있다. 본 논문에서는 이러한 과정을 검토 하면서 미래의 정보통신 환경 변화를 반영할 수 있는 신국가정보화지수를 어떻게 구성할 수 있는지를 논의하고자 한다. 이를 통하여 미래 사회의 변화와 국가 지표와의 격차를 줄일 수 있는 정책적 노력에 관한 시사점을 제공하 고자 한다.

영문 초록

From 1995 to 2008, Korean government has announced the national informatization index annually. This index has been regarded as an objective index on how much Korean government and society are developed in the infrastructure and activity of the information and communication. However, as the technology in the information communication area changes rapidly, the frame of the national informatization index became out of dated and lost relevance with the real world and confidence from the people. From 2009, Korean government does not produce any index on information society and rely on index from UN and ITU. However, this approach is not satisfying any policy makers and interest groups in this rapidly changing information society. The index from UN and ITU are out of dated as the national informatization index produced by Korean government until ten years ago. In this paper, we have discussed on how the gap between informatization index and the rapidly changing information society can be narrowed. And we propose that new index on social network activity and information protection can be introduced into the frame of the informatization index.
