수용자 위기가족 지원을 위한 건강가정서비스 실천의 개선 방안

국문 초록

본 연구는 수용자의 교정교화를 위한 수용자 개인단위가 아닌 가족단위의 개입에 대한 선행연구와 수용자 위기가족 지원을 위한 건강가정서비스 실천 개입사례를 검토하여 교정복지적 측면에서 개선 방안을 찾는데 연구 목적이 있다. 본 연구를 위해 수용자와 그의 가족 간의 관계에 대한 주제로 연구된 학술지 23편을 분석하였고, 수용자(출소자)와 그의 가족을 대상으로 서비스를 제공하는 공공기관과 민간단체를 자료수집 하였다. 마지막으로 수용자 위기가족 지원을 위한 건강가정서비스 실천 사례를 살펴보고자 건강가정지원센터에서 실시한 2014 - 2015년도 건강가정서비스 실천 사례(‘상담지원서비스’와 ‘가족사랑 캠프’ 계획서와 결과보고서)를 분석에 사용하였다. 연구 결과는 다음과 같다. 첫째, 수용자와 그의 가족 간의 관계에 대한 선행연구 23편에는 수용자의 가족이 교정시설 방문에 의한 현황, 접견과 접촉 등에 의한 가족기능과 유대, 교정시설 내 가족관련 프로그램 운영, 가족관계 회복·개선·증진·강화, 가족 친밀도와 가족 응집력, 가족 건강성, 수용자의 자녀, 수용자의 가족이 처한 어려움과 지원, 가족지원 프로그램, 가족 이미지, 가족과 자녀지원 정책과 수용자 가족의 삶에 대한 연구 등으로 살펴볼 수 있었다. 대부분 학술연구이며 학위논문의 경우 박사학위논문보다는 석사학위논문 중심으로 연구되었다. 둘째, 수용자(출소자)와 그의 가족에 대해 개입하는 공공기관으로 여성가족부 산하 지역별 건강가정지원센터(현, 건강가정·다문화가족지원센터)와 한국법무보호복지공단 가족희망센터가 있으며, 민간단체로 기독교 세진회, 한국교정선교회, 아동복지실천회 세움이 활동 중인 것으로 조사되었다. 셋째, 건강가정서비스 실천 사례로 살펴본 ‘수용자 위기가족 상담지원서비스’는 ‘위기가족상담실’의 안정적 정착과 상담의 효과가 높았다. 그러나 전문인력 동원과 지속적인 서비스제공을 위해 예산 마련과 수용자와 그의 가족 특성에 맞는 프로그램 개발이 요구된다. 그리고 ‘가족사랑 캠프’는 수용자의 가족관계 개선을 위해 수용자 가족이 함께 참여하는 프로그램이 운영되면서 정서적 거리감 해소와 친밀감, 가족의 건강성 증진에 도움이 되었다. 그러나 장소 특성상 가족과 함께 할 수 있는 다양한 프로그램 제공의 어려움과 서비스 이용자의 특성에 맞는 프로그램 매뉴얼 개발과 교정 분야 자문위원의 지도로 효과적인 개입이 요구된다. 따라서 수용자와 그의 위기가족 지원을 위한 건강가정서비스 실천에 있어서 교정복지의 이해와 교정복지 전문 학술 단체인 한국교정복지학회 등과 연계하여 교정분야의 전문가로 활동할 교정사회복지사 양성과 특성화된 교정복지 프로그램 개발이 요구된다.

영문 초록

The purpose of this study was to search for improvement measures in the aspect of correctional welfare by reviewing previous studies on family-level interventions for the correction and edification of inmates instead of individual inmate-level ones and also the practice and intervention cases of healthy family service to support at-risk families of inmates. For that purpose, the investigator reviewed literature on relationships between inmates and their families and collected data from public institutions and private organizations to provide service to inmates(released convicts) and their families. Finally, the investigator used the practice cases(the counseling support service and the plan and outcome report of Loving Family Camp) of healthy family service provided the Healthy Family Support Center in 2014 and 2015 in analysis to examine the practice cases of healthy family service to support at-risk families of inmates. The findings were as follows: first, the study reviewed 23 previous studies on relationships between inmates and their families and found that they covered the current state of inmates according to their families visits to the correctional facilities, family functions and ties according to visits and contacts, operation of family-related programs within the correctional facilities, recovery, improvement, promotion, and reinforcement of family relationships, family intimacy and cohesion, family healthiness, children of inmates, difficulties of and supports for the families of inmates, family support programs, family images, policies for the families and children of inmates, and lives of families of inmates. Most of the previous studies were carried out as academic research, and the few remaining ones were dissertations usually for a master s degree rather than a doctoral one. Second, public institutions involved in the affairs of inmates(released convicts) and their families were local Healthy Family Support Centers(current Healthy Family and Multicultural Family Support Centers) under the Ministry of Gender Equality and Family and Centers for Family Hope under the Korea Rehabilitation Agency. Their private counterparts include Christians Reach-out to the World, Korea Correctional Mission Center, and Child Welfare Practice SEUM. Third, the counseling support service for at-risk families of inmates, which was examined as a practice case of healthy family service, was very effective for the stable establishment and counseling of Counseling Room for At-Risk Families. There is, however, a need to secure a budget to mobilize professionals and ensure the continuity of the service and develop a program according to the characteristics of inmates and their families. Run as a program to promote the participation and inmates families and thus improve relationships between inmates and their families, the Loving Family Camp helped to narrow down the emotional distance between them and promote their intimacy and family healthiness. There is, however, a need to resolve difficulties with the provision of diverse programs to allow the inmates to be with their families due to the unique features of the correctional facilities, develop a program manual fit for the characteristics of service users, and make an effective intervention based on the guidance of correctional consultants. It is thus required to bring up correctional social workers to serve as professionals in the field of correction and develop a specialized correctional welfare program in conjunction with the Correction Welfare Society of Korea, which is an academic organization specialized in correctional welfare to promote the understanding of correctional welfare, and other organizations to provide healthy family service to support inmates and their at-risk families.
