성범죄자 치료프로그램의 개선방안에 대한 연구

국문 초록

본 연구는 성범죄자 치료프로그램의 효과성에 영향을 미치는 요인들 중 하나인 치료자의 특성에 대하여 살펴보고자 하였다. 성범죄자 치료에 대한 이론적 고찰을 위해, 현장에서 가장 많이 활용되고 있는 인지행동치료모델로부터 재발방지모델, 위험-욕구-반응성모델 및 최근의 좋은 삶 모델까지 살펴보았다. 교정시설과 보호 관찰소에서 성범죄자에 대한 치료가 본격적으로 시작된 때부터 최근까지 중요한 변화추이와 현재 진행되고 있는 기본교육의 프로그램 매뉴얼을 비교하여 국내 성범죄자 치료프로그램의 현황을 살펴보았다. 성범죄자 치료프로그램의 개선방안 검토에 있어, 치료자 특성은 재범률의 감소와 관련이 있다. 최근 메타 분석에서는 긍정적 치료자의 특성이 성범죄자 치료와 유의미한 것으로 나타났으며, 많은 연구자들은 공감능력, 진실성, 따뜻함, 존중감, 자신감, 감정적 대응능력, 지지적 성향, 자기 개방(self-disclosure), 융통성, 적극적인 참여를 격려하고 보상해주는 행동 등을 치료자가 갖추어야 할 중요한 특성으로 지적한다. 성범죄자 치료프로그램이 갖는 재범방지라는 목적을 이루기 위해서 연구자는 다음과 같이 정책적 고려의 필요성을 강조하였다. 첫째, 교정 시설의 기본교육과정을 위탁받아 진행하고 있는 외부기관 치료자들에 대한 자격관리 및 교육의 중요성하다. 둘째, 정책 집행자, 연구자, 임상 실무자들 간의 협력과 이를 실현시킬수 있는 통합기구설치를 설치하여 운영해야 한다. 셋째, 성범죄자 참여 동기의 진작을 위한 예비치료프로그램을 실시해야 한다. 끝으로, 그동안 산발적으로 시행되었던 치료프로그램의 내용과 효과성에 대한 메타분석의 필요성 및 출소 후 지역사회에서 관리될 수 있는 연계 프로그램과 추수상담의 필요성을 강조하였다.

영문 초록

The purpose of this study is to examine the improvement of sex offender treatment programs. We review the four theoritical models for treating sex offenders:(1) cognitive behavioral theraphy model, (2) relapse prevention model, (3) risk- needs-responsivity model and (4) good lives model & self regulation model. This study explores significant developments in major treatment programs for sex offenders in correctional facilities and probation centers and reviews the current state of domestic sex offender treatment programs. In the treatment of sex offenders, the individual traits of the therapist are associated with a reduction in reoffense rates. In the recent meta-analysis, the positive characteristics of therapists have constructive effects in the treatment of sex offenders. Many researchers have found that empathy, truthfulness, warmth, good self-esteem, confidence, emotional attunement, supportive inclination, appropriate self-disclosure, flexibility, and encouraging and rewarding attitudes toward the sex offenders as crucial therapeutic traits to be provided by the group therapist. This paper emphasizes necessary changes for policy considerations to prevent recidivism through sex offender treatment programs. First, qualification management and education for externally associated institutional therapists who are entrusted with the basic curriculum of the correctional institution are needed. Second, it is necessary to establish facilitative cooperation among policymakers, researchers, and clinical practitioners and operate more integrated organizations. Third, preliminary treatment programs should be implemented to encouarge active forms of participation among the sex offenders. Finally, it must be noted that meta-analysis of the content and effectiveness of the sporadic treatment program is necessary and the cooperation program and regular harvest counseling sessions must be conducted in the communities after the release of former sex offenders that can be managed in the community after release.
