국문 초록

1946년 10월 항쟁은 미군정의 친일파 등용, 토지개혁 지연, 잘못된 식량정책과 민생정책, 좌익세력 탄압 등에 불만을 가진 민간인들과 일부 좌익세력이 경찰과 행정당국에 맞서면서 발생한 사건이다. 이 사건은 바라보는 쪽의 관점에 따라 여러 가지 이름으로 불려 왔다. 10월항쟁유족회 는 ‘10월항쟁’이라는 이름을 전면에 내걸고 항쟁의 역사적 성격을 적극적으로 수용하면서, 대구･경북지역에서 민간인 학살 피해자의 법적 진실규명과 명예회복을 위해 운동을 펼치고 있다. 그리고 국가와 다른 유족회가 외면한 ‘미신청 유족(진실･화해를위한과거사정리위원회에 진상규명 신청을 하지 못해 조사를 받지 못한 유족)’들을 포용하고 있다. 진실･화해를위한과 거사정리위원회 해산 후 한국사회의 과거청산 운동이 정체된 상황에서, 10월항쟁 유족회는 이처럼 새로운 유족회 운동의 선두에 서서 활동하고 있다. 이 글에서는 10월항쟁유족회의 결성과정과 활동과정을 살펴봄으로써 한국전쟁 전후 민간인 학살 진상규명 운동의 현 상황을 살펴보고 과거청산 운동의 쟁점과 과제를 논하고자 한다

영문 초록

The October Uprising of 1946 occurred because civilians and leftist disgruntled the US Military Government policy including the appointment of pro-Japanese Koreans, wrong-headed policies on food and people’s livelihood, delays in land reforms and oppression of leftists, and because they protested to the police and administrative authorities. ‘Associations of Bereaved Families of the October Uprising’ advocate the name of ‘the October Uprising’ and actively accommodate the historical character of the uprising. They are leading the social movements to clarify the legal truth and the rehabilitation of victims massacred civilians in Daegu Gyeongbuk. And they embrace the bereaved who can not apply to clarify the legal truth to the TRCK, while the state and other associations ignore them. After the dissolution of the TRCK, the movement for transitional justice(purge of the past) has been stagnant. In this situation, ‘Associations’ has been acting at the forefront of the new bereaved movement. By looking at the process of formation and activities ‘Associations’, this article analyzes the status of the truth-finding movement about the civilian massacre from 1946 October Uprising to Korea war, and discusses the issues and problems of the movement for transitional justice(purge of the past).
