영문 초록

United States and Cairns group as large agricultural net-exporting countries are showing an strong position for setting-up the market oriented trade rules and liberalization in agricultural sector. The logic of USA and Cairns group supporting agricultural trade liberalization have inherently persuasive power in the WTO system. This study reviews the agricultural negotiating proposal on major issues of USA and Cairns group, and analyzes their negotiating strategies on agriculture trade reform. These two groups will have strong negotiating power in the process of making a framework of world agricultural trade rules. Based on the above analyses, this study finds the policy implication so as to prepare the effective negotiating strategies in the Korean agriculture. Currently we need to make specific strategies and cooperating system in order to minimize the negative effect on market liberalization on agricultural sector, and to maximize our commerce interests in the WTO New Round. Also we should make a effort on agricultural policy to accomodate properly to international disciplines and trade flows.
