청년층의 지역 간 인구이동 결정요인 분석과 전망

국문 초록

본 연구에서는 2001년-2014년의 16개시도 25~29세 청년층의 지역 간 인구이동 결정요인을 분석함으로써 비수도권 지역 청년층의 인재유출에 대한 향후 흐름을 전망해본다. 이를 위해, 취업여건, 거주비용 뿐만 아니라, 문화적 혜택이나 결혼가능성 같은 비금전적인 요인을 포함하여 지역패널분석을 시도한다. 아울러, 전입지와 전출지에 따른 유형별(전 지역 간 이동, 수도권과 비수도권 지역 간 이동, 비수도권 지역 간 이동) 분석을 병행한다. 분석결과, 전 지역 간 이동에 있어서는, 임금과 취업률이 높고, 결혼 기회가 많고, 거주비용이 낮은 곳으로 인구이동이 진행되고 있다. 하지만, 수도권-비수도권 지역 간의 이동에 있어서는 전세가격이 2000년대 중반 이전에는 이주에 그리 큰 부담요인이 아니었지만, 2000년대 후반부터는 상당한 부담요인으로 작용하고 있었다. 또한, 비수도권 지역 간 인구이동에 있어서는 임금이 인구이동에 중요한 역할을 하였다. 이러한 결과는 향후 임금 및 취업률의 지역 간 격차 해소와수도권 거주비용의 증가로 비수도권 지역에서 수도권으로의 인재유출이 향후 감소할 가능성을 시사한다.

영문 초록

This study examines the determinants of youth migration of 16 municipal governments in Korea during 2001-2014 to prospect the youth migration flow, and to get answers to a question whether the recent decreasing trend of youth population movement hereafter. The conducted regional panel analysis includes variables related to job opportunities, moving cost, and the opportunities for obtaining cultural services and for becoming married. Further, the analysis of the determinants of youth population movement is replicated for sub-groups depending on the location of inflow and outflow movement. The results show that with regard to youth population movements in all areas, when the wage and employment rate is higher, and the opportunities for becoming married greater, a larger portion of the youth moves to that areas. Withe regard to housing prices, it was not a big burden on population movement in the early and mid 2000s. however, it has been considered a significant housing cost hindering population mobility since the late 2000s. Within population movements among non-capital regions, the wage level was an important factor. These results imply that there will be a decrease in brain drain because of easing of disparity across regions in wage and employment rates and with increasing in housing costs in capital regions.
