국문 초록

본 연구의 목적은 새로운 냉전 무대로 떠오르고 있는 동유럽을 둘러싼 NATO와 러시아 간 갈등 양상을 살펴보고, NATO 동진 정책의 최근 사례들을 소개하는 데 있다. 동유럽을 중심으로 전개되는 NATO와 러시아 간의 갈등 관계를 설명하고자 한 본 연구는 오늘날 강대국들의 틈바구니 속에 선택을 강요 받거나 혹은 어느 한 쪽만을 선택해야만 하는 여러 중소 국가들의 전략적 고민과 대응을 선험적으로 이해할 수 있다는 측면에서 의미가 있다 할 것이다. 본 연구의 제 2장에서는 동유럽으로의 확대에서 비롯된 NATO와 EU 간 전략적 동반자 관계로의 발전에 대해 살펴보게 될 것이다. 제 3장에서는 NATO발전에 대한 이론적 이해와 논의를 바탕으로 NATO에게 있어 동유럽 확대의 전략적 의미와 그 가치에 대해서 분석하고자 한다. 제 4장에서는 우크라이나 사태이후 NATO와 러시아 간 신(新)냉전 무대로 떠오르고 있는 동유럽의 의미를 살펴보고, 점차 가열되고 있는 NATO와 러시아 간 갈등과 충돌 현황에 대해서 소개하고자 한다. 제 5장에서는 2016년에 일어난 최근 사례들을 중심으로 동유럽을 향해 현재 진행 중인 NATO의 동진정책 내용들을 분석하게 될 것이다. 특히 이 장에서는 최근 NATO 동진 정책의 대표적인 세 가지 사례들, 즉 몬테네그로의 NATO 가입, 루마니아 MD 기지 가동 그리고 폴란드와 발틱 3국에 대한 NATO 병력 파병 결의 등을 중심으로 그 파장과 의미를 설명하고자 한다. 마지막으로 결론에서는 NATO가 직면하고 있는 여러 사안들을 분석하고, 동유럽을 둘러싼 NATO와 러시아 간의 갈등에 대한 향후 전망과 시사점을 제시하고자 한다.

영문 초록

The purpose of this study is to examine aspects of conflict between the Russia and the NATO over the Eastern Europe which emerged as a stage of the ‘New Cold War’, having recently introduced the current statues and case studies of the NATO’s policy toward the Eastern Europe. The research effects of this study is to able to understand the strategic concerns and responses of many medium-small sized countries which have to choose or forced to choose between Powers. In chapter 2 of this study, I will introduce the development of a strategic partnership between the NATO and the EU which came from expansion policy into the Eastern Europe. In chapter 3, based on the theoretical understanding and discussion on the NATO’s development and expansion, I will analyze strategic meaning and value of expansion toward the Eastern Europe. In chapter 4, I will study the meaning of the Eastern Europe emerging as a main stage of the ‘New Cold War’ between the NATO and the Russia after the Ukraine Crisis. And also I will introduce the current status of conflict and conflict between the NATO and the Russia. In chapter 5, I will analyze the NATO’s policy toward the Eastern Europe focusing on the recent cases which happened in 2016. In particular, in this chapter I will describe the meaning and aftereffect of the NATO’s policy toward the Eastern Europe with three case studies: the Montenegro became a member of the NATO, the construction of the MD missile base in the Romania, and the NATO’s determination on the dispatch of troops to the Poland and the Baltic countries. Finally, in the conclusion I will analyze various issues of the NATO, and propose prospect and implication about the conflicts between the NATO and the Russia around the Eastern Europe
