국문 초록

최근 개발도상국의 경제발전과 국가개발에 우리나라의 성장 경험을 전수받아 적용하려는 수요는 최근 들어 더욱 증가하고 있는 추세이다. 특히, 직업훈련 분야에 대한 지원과 협력수요는 더욱 크게 증가하고 있다. 이는 우리나라의 급속한 경제발전에 직업훈 련이 크게 기여한 것으로 평가받고 있기 때문이다. 본 논문은 지금 까지 수행된 우리나라의 ODA 분야 직업훈련 지원 사업들이 성공 적으로 수행되고 있는지 여부를 사후관리를 중심으로 분석하고자 한다. 즉, 이 연구는 인적자원개발 분야에서 개발협력 수요가 크게 증가하고 있는 한국의 직업훈련 분야 ODA 지원 사업을 사후관리 현황, 문제점, 그리고 개선방안 등을 중심으로 분석하여 앞으로의 개발협력 역량강화를 위한 중장기 개선방안을 마련하는데 목적이 있다. 궁극적으로 사후관리는 지원 사업 전체 과정을 고려한 맥락 에서 고려되어야 한다. 그리고 이 과정에서 직업훈련 관련 부처및 사업수행 기관 등과의 효과적인 연계를 통해 각 기관의 전문성을 활용할 필요가 있다. 직업훈련 사후관리 개선을 위해서는 장기적으로 1) 기존 하드웨어형 지원사업의 내실화하고, 2) 사업을 프로그램형/소프트웨어형 중심으로 전환하며, 3) 수원국 수요 및 상황에 부합하는 맞춤형 지원과 4) 차별화, 특성화, 전문화 전략이 필요하다. 그리고 5) 직업훈련 교사 처우를 개선하고 전문가 활용을 극대화할 수 있는 전략을 고려해야 한다.

영문 초록

This study explores the post-management of Korean ODA projects for developing countries in the field of vocational education and training. In particular, it focuses on evaluating the management of Korean vocational training projects in developing countries; examining the current situation and challenges about the post-management of the projects; and presenting plans for improvement, thereby aiming to suggest effective measures to strengthen capacity of the Korean ODA in the vocational training sector. Post-management of vocational training projects is ultimately needed to be considered within the whole framework of projects. In this process, the linkage between international development agencies and other Korean institutions/Ministries in the vocational education and training sector should be more tightened so that the speciality and experience of each institution or Ministry can be effectively utilized in post-management of projects. In order to make the post-management system of vocational training ODA project of Korea more effective, 1) improving the quality of hardware-type projects that focus on training center construction; 2) gradually transforming those hardware-type projects to program-based, technical cooperation projects; 3) increasing customer-tailored support that meets the local situations; 4) developing specialized strategies in accordance with diverse characteristics of partner countries and regions; and 5) improving working conditions of vocational training teachers and utilizing speciality of experts more effectively are recommended to be taken into account.
