국문 초록

本研究では、オーストラリア政府が予算や会計制度をどのように導入して実施したのかを研究している。分 析の結果、オーストラリアの2011年の予算が追求する目標は、国民と企業の税負担を減らし、経済を活性化 すると同時に、政府の支出を最小限にして、財政の健全性を回復し、中長期的に国の未来の力量を強化するも のである。政府は、国民の負担軽減と財政の健全性の回復という2つの目標を達成するために、資源開発の超 過利潤税を導入し、減った税収を募集し、十分な財政を確保し、さらにはインフラ建設、専門人材の養成な ど、将来の成長にも投資する計画だ。オーストラリア政府は、このような制度の導入を通って、効率的な財政 運営には、公共部門の業績を向上させることに多くの貢献をしたことを知ることができる。また、オーストラ リア政府が制度の革新事例を通じて、我が国の予算の革新的インプリケーションも見つけることができた。

영문 초록

This study was aimed to provide an overview of reforms of budgetary and accounting system in Australia. Australia’s government put how they introduce budgetary and accounting system into a new way and they pratice it. The results of Australia s 2011 budget to pursue the goal to reduce the tax burden on citizens and businesses, while enabling the economy to reduce government spending and restore fiscal soundness and long-term future of the country is strengthening. The government reduced the burden of recovery and the financial strength to achieve both goals, all a windfall profits tax, introduction of resource development, reduced supplemental revenues and, moreover, to secure enough funds to build infrastructure, invest in future growth, including specialist training plans . The Australian Government through the introduction of this system as an efficient budgetary management to improve the performance of public sector was more substantial contribution. The Australian Government through the innovative practices of this system in the country could find the budget implications were revolutionary.
