초고령 사회 진입에 따른 노인범죄의 실태와 경찰의 효율적 대응방안

국문 초록

2000년대 한국사회가 고령화 사회로 진입하면서, 노인범죄가 급격히 증가하고 있다. ‘2015 범죄분석’에 따르면 지난 10년 동안 61세 이상범죄자는 58.5% 증가 했고, 2026년에는 초고령 사회로 진입하여 노인범죄의 심각성이 더욱 대두될 것이라고 예상했다. 따라서 이 연구에서는 노인인구의 증가에 따른 노인범죄자의 실태를 파악하고, 통계자료를 활용하여 초고령 사회 진입에 따른 노인범죄의 실태와 경찰의 효율적 대응방안에 대해 제시하였다. 경찰 대응상의 문제점으로는 노인범죄에 대한 경찰의 인식부족, 전담부서의 부재, 협력안시스템의 미흡, 문제지향적 경찰활동의 부족으로 나타났다. 이에 대한 대응방안으로는 첫째, 노인범죄에 대한 경찰관의 인식제고를 통해 증가하는 노인범죄자들의 강력범죄와 재범 등을 예방해야하며, 둘째, 노인범죄 전담부서의 확충을 통해 늘어나는 노인범죄자들의 심각성에 대해 인식하고 전문가들을 포함하여 범죄의 자료수집 및 분석, 수사, 동기, 재범관리 등에 노력해야 한다. 셋째, 협력치안시스템의 구축을 통해 정부 및 지자체와 협력하여 정보를 수집하고, 상담을 통해 범죄로 이어질 수 있는 공격성이나 반사회성의 해결 등에 초점을 두고 범죄예방에 힘써야 한다. 넷째, 문제지향적 경찰활동의 활성화로 보다 분석적으로 노인들이 참여할 수 있는 프로그램을 확충하여 지역사회의 일환으로써 책임의식을 가질 수 있도록 노력하여야 한다.

영문 초록

In ‘2015 crime analysis,’ the occurrence of criminals aged over 61 for the past 10 years has been increased by 58.5%, and along with the entrance to the aged society the elderly crime in Korea increases rapidly. Especially in 2026, Korea is expected to enter into the super-aged society, and the severity of elderly crime, one of social problems occurring with the entrance is the more on the rise. Accordingly, this study explores the current state of elderly criminals according to the increase of the aged population, and presents the current state of elderly crime and efficient countermeasures of the police according to the entrance into the super-aged society by using statistical data. As for problems of countermeasures of the police, it is found that there were perception of the police over elderly crime, absence of exclusive squads, lack of cooperative security system, and lack of problem-oriented police activity, etc. For these, efficient countermeasures of the police is firstly, to prevent increasing crime of violence and repetition of an offenseby the elderly through raising the perception of the police officers, secondly, to perceive the severity of increasing elderly criminals and to make endeavors for data collection, analysis, investigation, motive and repetitive offenders of crimes by expanding exclusive squads for elderly crime. Thirdly, it is necessary to collect information with the cooperation of national government and local governments through establishing cooperative security system, and to try to prevent crimes with a focal point coping with aggressiveness and anti-sociality otherwise connected to crimes through counseling. Fourthly, it is necessary to try to help the elderly get a sense of responsibility as a link of the community by expanding programs in which the elderly can analytically participate other than problem oriented police activities.
