국문 초록

본 연구는 조직문화 관점에서 문화예술단체 활성화를 위한 지방자치단체의 문화예술관련 부서의 지원체계 향상에 관해 연구하고자 하였다. 즉 행정조직의 문화가 실제 문화예술 사업에 어떠한 영향을 미치는 지를 확인하고, 또한 적합한 행정문화가 무엇인지를 분석하고자 한다. 뿐만 아니라 행정조직의 문화예술역량을 강화하기 위해 문화예술업무 추진에 적합한 조직, 인력 등 행정조직운영에 대해서도 심층 분석을 실시함으로서, 행정조직이 문화예술정책을 효과적으로 추진할 수 있도록 효율성 높은 지원체계를 구축하고자 하는 것이다. 이러한 문제를 해결하기 위해서는 먼저 권위지향적이고, 서열지향적인 공무원의 특성과 조직문화가 변화지향적이고 창의지향적인 문화예술인들의 특성과 같은 혁신적인 조직문화로의 전환이 시급하다할 것이다. 또한 행정조직의 문화예술운영 실태에 대한 개선이 병행 됨으로서 역량강화와 상호신뢰가 형성될 수 있을 것으로 사료된다.

영문 초록

This study is to see what the organizational culture of local governments suitable to promote the actual art business is and to check what the management methods of administrative organization appropriate to the promotion of business are. In order to achieve the objectives of these studies, the cultural and artistic support system of administrative agency could be re-established through these elements is fixed as the basis of culture and arts administration. Details of the three schemes are as follows. First is to determine the type of organizational culture suitable for the culture and art. The second is the efficiency of the administrative organization. As a result of carrying out the interview to target artists, civil servants, five issues that should be resolved most urgently in order to improve the results of culture and art business are investigated in the following order: expansion of (investment) support to basic art, the lack of expertise in person, improvement of organizational culture, budget shortfall, shortage of manpower. Finally, it is necessary to build a cooperative network for the advancement of cultural arts.
