국문 초록

본 연구는 노인장기요양보험제도가 시행된 지 3년이 지난 최근의 시점에서, 현황 및 과제들을 검토 해보고, 이를 토대로 향후 노인장기요양보험제도의 안정적 정착과 발전을 위해 반드시 고려해야 할 개선방안들을 제시하고자 한다. 이를 위해 첫째, 노인장기요양보험제도의 도입배경과 기본적 구조는 어떠한지. 둘째, 노인장기요양보험의 현황은 어떠한지. 셋째, 노인장기요양보험제도의 과제는 무엇이고, 이를 위해 어떠한 개선이 필요한가에 초점을 두고 논의를 진행하였다. 노인장기요양보험제도가 지속적으로 국민들의 욕구에 부응하는 제도로 정착하고 발전해가기 위해서는 서비스의 질적인 향상과 내실화를 위한 문제들이 해결되어야 할 것이며, 이를 위해 첫째, 복지공공성과 평가체계 강화. 둘째, 요양보호사의 질적 향상을 위한 처우개선 및 전문성 강화. 셋째, 노인성질환 예방사업에 대한 활성화 방안이 우선적으로 검토되어야 할 것이다.

영문 초록

It has been 3 years since the Long-term Care Insurance for the Elderly system came into effect in our society. Here and now, this study is targeted to review its current state and assignments in an aim to recommend appropriate solutions for its stable establishment and development. To accomplish the goal, it provides a proper venue for a discussion with a focus on the background and the structure of the Long-term Care Insurance for the Elderly, the current state of the system in our society, and its assignments with possible solutions to be taken. As a result, in order to develop the Long-term Care Insurance for the Elderly into the satisfying system, which is capable of meeting public expectation, the concerned problems should be resolved for the sevice of high-quality and its internal stability. Following solutions shoud be preferentially implemented; firstly, reinforce the publicity of welfare and appraisal system; secondly, improve the treatment for care helpers in order to accomodate the high-qualified helpers; lastly, launch a business for the prevention of senile illness.
