지방공무원 교육훈련 개선방안

국문 초록

세계화와 자치시대를 맞아 지방에서도 공무원의 의식과 시스템을 고객중심으로 바꾸는데 필요한 역량을 개발하고 가꾸는 기능이 지방공무원에게 요구되어지지만 교육프로그램은 비전문가에 의하여 개발ㆍ운영ㆍ관리되어 교육서비스의 질적 수준이 제자리걸음을 하고 있다. 이에 본 연구의 목적은 지방공무원교육원의 운영실태 및 문제점을 분석하고, 효과적인 교육훈련 개선방안을 제시하는데 있다. 이를 위해서 연구영역을 교육훈련 계획, 교육훈련 과정, 교육훈련 평가의 3가지로 구분하였다. 이러한 교육훈련의 실태를 바탕으로 한 개선방안으로 교육훈련 수요조사 체계와 교육훈련 운영체계, 교육훈련 평가체계를 중심으로 제시 한다.

영문 초록

So far official education and training has seen lots of development, but still the formal education practice is repeated far from the original plan that local official education and training aims at improving officials' quality and raising the business efficiency. Therefore the necessity of improvement is presented. The range of this study includes the basic education, the professional education and the long-term education carried out to under-6th-rank officials by Gyeongsangbukdo Local Official Education Center. Education-related laws and various documents were referred and the result of questionnaire survey was used to secure the objectivity of the point of an argument. Following is the proposal for improving local official education and training. The overview and problem of education and training canied out by Gyeongsangbukdo Local Official Education Center are the precondition. First, for the system of investigating the demand of education and training; 1) Investigation of the demand of education should be carried out a month before the education. 2) The official documents and electronic approval bulletin that the educatee can contact anytime should be used as the way of publication of investigating the demand. 3) A concrete standard of selection should be prepared not to allow education evaders or double benefactors to be generated. Second, for the operation system of education and training; 1) The period of education should be 4 weeks of basic education and 1 week of professional education. 2) Concerning the content of education and its relation with job, the field experience education should be carried out that is necessary for job. 3) For operation of boarding, the convenient facilities should be expanded in the education center. 4) Lessons should be arranged in order of experience education relations, various lectures, case presentations and discussion. 5) For types of professors, external lecturers such as civil section prominent lecturers and industrial field experts should be used. Lastly, for the evaluating system of education and training; 1) For the number of evaluating subject, completion system and evaluation of major subjects. 2) The period of completion of education should be institutionalized so that new officials might receive the education 6 months before or after employed. 3) The connection between the completion of professional education and the assignment to a position should be reinforced. As above, this study deeply analyzed the actual problems that local official education and training hold and offered realizable proposals, so it might be a practical help of policy maker who are related to local official education and training.
