유급제 도입에 따른 의원발의 조례제정 실태분석

국문 초록

본 연구의 목적은 지방의회 유급제 도입에 따른 의원발의 조례제정 실태를 분석하는 것이다. 1991년 지방의회가 부활되고 1995년 동시지방선거를 실시하면서 민선자치시대를 맞이하였다. 그리고 2005년 8월 지방자치법이 개정되면서 2006년 부터는 지방의원 유급제를 실시하게 되었다. 지방의원 유급제는 지방의원의 의정활동 전문성 제고, 의회기능의 활성화 등을 추진하기 위해서 실시된 것이다. 본 논문은 2010년 6월 유급제 지방의원인 제5대 의원의 임기가 만료됨에 따라, 유급제 실시로 인하여 어떠한 변화가 있었는지 의원발의 조례제정 실태를 중심으로 기존 무급제(1~4대) 와 비교분석해 보았다. 이를 위하여 대구광역시의회 의원을 분석대상으로 선정하였다. 분석결과, 유급제가 도입된 제5대 의회의 의윈발의 조례안이 145개로 무급제 (1~4대) 의 평균 40건에 비해서 3배 이상 증가한 것으로 나타났다. 이외에도 제5대 의회의 여성 비율이 상대적으로 높았으며, 연령은 40대 (44. 8%)가 대부분으로 50대 (53. 1%)가 대부분인 무급제(1~4대) 에 비해서 젊은 것으로 나타났다. 즉, 유급제 도입이 여성의원 수의 증가, 혁신적ㆍ창의적인 젊은 인구의 의회로의 유입을 증가시키는 요인이 되었을 것으로 보인다. 그 결과 지방의희가 제 기능을 수행할 수 있도록 보다 전문적인 인력, 보다 패기있고 활동적인 인력을 확보하고, 지역주민둘의 참여를 확보할 수 있는 장치가 마련되어야 할 것이다.

영문 초록

The purpose of this study is to analyze reality of ordinance bills' enactment submitted by local council members since the introduction of the stipend system. There was a revival of local councils in 1991 and simultaneous local elections were carried out in 1995, signalling a new era for local government bodies. With the revised Local Council Law in August 2005, a stipend system was instituted from 2006 for local council members. The stipend system for local councils has raised the professionalism of council activities and vitalized the local council as an organizational function. As the 5th term for local councils ended in June 2010, the present study compared and analyzed that term with the previous terms (1~4) during which the no-stipend system was in place, to see if the new system has caused changes in the number of ordinance bills submitted by council members. For that purpose, the members of the Metropolitan City council in Daegu was chosen as the focus of the study. The study shows that following the institution of the stipend system, the number of ordinance bills submitted by Term 5 council members was 145, more than triple the number of ordinance bills introduced under the no-stipend system (40). Additionally, the ratio of women council members was much higher in Term 5, and they were also younger, with most aged in their 40s (44.8%), compared with mostly women in their 50s (53.1%) serving during terms 1-4. In other words, the introduction of the stipend system was cause for increased numbers of women council members, and increased inflow of innovative-minded, creative younger women. The result has been that the local councils are now political bodies made up of more professional, ambitious, active members with participation by local citizens.
