나눔 생태계 활성화를 위한 중간지원조직 기능에 관한 연구

국문 초록

본 연구는 나눔 생태계 건전성 강화 및 활성화를 위한 중간지원조직에 대한 연구를 목적으로 문헌연구와 설문 및 심층면접방법을 활용하여 국내외 중간지원조직의 현황과 특성을 분석하고 중간지원조직의 기능과 역할을 제시하였다. 전문가를 대상으로 한 설문을 통한 수요조사 결과에서는 기부 참여 수준향상과 나눔 활동 에 취약한 제도적 인프라 문제를 해결하고 건전한 기부문화 확산을 위해 인재육성, 정책 제안 및 모니터링, 사회적 가치 창출 조사연구, NPO간 네트워크 형성 및 촉진, NPO평가 등의 기능을 수행하는 중간지원조직이 매우 필요한 것으로 나타났다. 전문가집단 심층면접조사에서는 중간지원조직의 주요기능으로 NPO와 자원제공자(시민, 기업)간의 정보제공 과 중개기능, NPO의 투명성과 신뢰성 제고기능, NPO의 역량강화기능, 나눔 생태계와 NPO 인식과 이해를 돕기 위한 홍보 및 나눔 문화 확산 기능, NPO와 관련된 정책 제언 기능 등이 필요하다는 결과가 나타났다. 이에 본 연구는 현재 당면하고 있는 NPO의 양극화와 편중, NPO의 낮은 투명성과 신뢰성 수준, 나눔에 대한 통계․연구․정보서비스․체계적인 교육 인프라 취약, 유사․중복적인 나눔활동 등의 문제를 해결하고 나아가 건전한 기부문화 확산을 위한 촉진제로서 중간지 원조직의 기능과 역할을 제시하였다는데 연구의 의의가 있다. 결론적으로 나눔 총량을 극 대화하고 자원제공자의 의사결정을 도와 궁극적으로 나눔 생태계의 건전성 강화와 활성 화되도록 정보의 수집과 제공, 자원․기술․서비스 등의 연계․조정 등의 역할을 수행하는 우리나라 실정에 적합한 한국형 중간지원조직이 설립, 운영되어야 하겠다.

영문 초록

This study suggested a functional role of the intermediary organization through survey on strengthening soundness and vitalizations of the sharing ecosystem, utilizing literature research, questionnaire and in-depth interview and analyzing current status of domestic and foreign and nature of intermediary organization. The result of specialist questionnaire survey has showed that the intermediary organization is quite a necessary for improvement of donation culture and making up the weak structural system of sharing activity, and carrying out a diffusion of sound sharing culture, development of human resource, policy suggestion and monitoring there on, survey of social value creation, development and acceleration of network among NPO and evaluation of NPO. The in-depth interview of the specialty group has shown that the main function of intermediary organization is required as providing information and mediation between NPO and resource provider (citizen, corporate), enhancement of transparency and reliability of NPO, improvement NPO’s role, public relation and sharing culture expansion for image and understanding of NPO and policy suggestion related on NPO There is significance of this study for the settlement of currently facing polarization and unequal distribution of NPO, a low transparency and reliability of NPO, statistics for the sharing culture, survey, information service, weakness of systematic educational infrastructure, similar and overlapped sharing activity, furthermore suggested a role and function of intermediary organization as accelerator for the sound donation culture expansion. In conclusion, a Korean intermediary organization appropriate for our real state is to be founded and operated assisting decision making of the resource provider for maximizing gross amount of sharing culture and enhancement soundness of sharing ecosystem and carrying out linkage and coordination of information collection, resource , technology and service.
