국문 초록

최근 가톨릭교회의 화두는 ‘새 복음화’(New Evangelization)이다. ‘새 복음화’는 1979년 교황 요한 바오로 2세가 1979년 폴란드와 라틴 아메리카를 방문했을 때 처음 사용하였는데 당시에는 그 의미가 분명하지는 않았다.1) ‘새 복음화’라는 용어가 기존의 선교, 복음화와는 구별되는 개념으로 주목받기 시작한 것은 요한 바오로 2세가 1983년 19차 라틴 아메리카 주교 총회에서 라틴 아메리카의 복음화를 위해 ‘새로운 열의, 새로운 방식, 새로운 표현’으로 이루어지는 ‘새 복음화’를 강조한 이후부터이다.2)‘새 복음화’라는 용어가 등장하게 된 배경은 오늘날 이미 복음화가 진척되었지만 신앙의 활력을 잃은 현실, 그리고 우리의 신앙을 위협하고 있는 세속주의와 급격한 가치관의 변화로 인해 생긴 영적인 삶에 대한 무관심 때문이라고 할 수 있다. 오늘날 전통적인 그리스도교 국가들 안에서 영적 활력을 잃게 만드는 요인으로 반종교적 ‧ 반생명적 문화, 쾌락주의, 물질과 소비 지상주의 등을 들수 있으며, 또한 이는 교회가 직면해야 할 도전으로 인식되고 있다. 그러므로 ‘새 복음화’는 이미 복음이 전해진 곳에서 새롭게 신앙의 쇄신과 영적 활성화를 촉진한다는 의미로 사용되기 시작한 것이다. ‘새로운 복음화’라는 주제는 이후 요한 바오로 2세가 반포한 여러문헌들에서 지속적으로 나타난다.3) 특히 1994년 11월에 반포된 대희년 교서 ｢제삼천년기｣(Tertio Millennio Adveniente)에서 교황은 2000년 희년을 준비하는 일에는 제2차 바티칸 공의회 이후에 시작된 일련의 대륙별, 지역, 국가, 그리고 교구의 시노드 등이 포함되며 이 시노드들의 기저가 되는 주제는 ‘새로운 복음화’라고 명시하였다(21항). 제2차 바티칸 공의회가 천명한 교회의 가르침들은 ‘새로운 복음화’ 를 위한 복음의 본질적인 내용이라고 할 수 있고, 이후의 교황들이 반포한 공식적인 가르침들과 이런 다양한 형태의 시노드들은 새로운 복음화를 현실화시켜 나가기 위한 구체적인 방법과 표현을 찾아가는 여정이라고 볼 수 있다.4)‘새로운 복음화’에 대한 관심은 현 교황 베네딕토 16세에서도 이어지는데, 교황은 2010년 6월 30일 교황청 평의회 안에 ‘교황청 새복음화촉진평의회’(Pontifical Council for Promoting New Evangelization) 를 신설하였고, 9월 21일 교황교서 ｢언제나 어디서나｣(Ubicumque et Semper)를 발표하여 새복음화촉진평의회를 통한 ‘새로운 복음화’ 사명을 강조하였다. 이어서 교황은 2011년 10월 11일 자의교서 ｢믿음의 문｣(Porta Fidei)에서 2012년 10월 11일부터 2013년 11월 24일 그리스도왕 대축일까지 ‘새복음화’ 촉진을 위한 ‘신앙의 해’(Year of Faith)로 지낼 것을 선포하였다. ‘신앙의 해’ 개막일을 2012년 10월 11일로 정한 이유는 이날이 교황 요한 23세가 소집한 제2차 바티칸 공의회의 개막(1962.10.11) 50주년 기념일이면서, 동시에 요한 바오로 2세 교황이 󰡔가톨릭교회 교리서󰡕를 반포(1992.10.11)한 지 20주년 이 되는 날이기 때문이다. 그리고 보편교회 차원의 ‘신앙의 해’ 개막 행사 성격을 띠고 2012년 10월 7일부터 28일까지 로마에서 개최하는 제13차 주교시노드 정기회의 주제 역시 ‘그리스도교 신앙 전달을 위한 새 복음화’(The New Evangelization for the Transmission of the Christian Faith)이다. 교황청은 ‘신앙의 해’를 각 지역 교회가 구체적이고 적극적으로 준비하도록 하기 위해 신앙교리성을 통해 2012년 1월 6일 ｢신앙의 해를 위한 사목 권고를 담은 공지｣를 발표하였는데5) 특히 제2차 바티칸 공의회 문헌과 “공의회의 가장 중요한 결실들 가운데 하나”라고 평가한 󰡔가톨릭교회 교리서󰡕를 깊이 연구하는 것이 핵심적인 실천사항으로 강조하고 있다.6)교황청의 이러한 움직임의 영향으로 한국교회 안에서도 ‘새 복음화’는 핵심 이슈로 다루어지고 있다. 서울대교구 사목국은 2011년 10월 󰡔‘새로운 복음화’ 개념 연구 및 사목적 모색󰡕이라는 연구 보고서를 발간하였는데, 이는 서울대교구가 2011년 사목 교서에서 ‘새로운 시대, 새로운 복음화’를 교구 사목 정책의 중장기 계획으로 삼았기 때문이다.7) 또한 최근 다른 교구에서도 역시 새로운 복음화에 초점을 맞춘 사목 교서를 발표해 왔다. 2012년 5월 17일에는 주교회의 교육위원회에서 “새로운 복음화와 학교 교육”이라는 주제로 정기 세미나를 개최하였고, 한국 주교회의는 교황청의 ‘신앙의 해’ 선포에 따른 준비로서 한국가톨릭사목연구소 주관하에 2012년 6월 13일~14일 양일간 “신앙의 해를 어떻게 보낼 것인가?”를 주제로 연수를 갖기도 했다. 이처럼 우리 앞에 놓인 시대적 흐름과 도전 앞에서 가톨릭교회

Recently, the most-talked-about issue of the Catholic Church is ‘New Evangelization’. The term began to get attention as a distinct concept different from the formerly used words such as ‘mission’ or ‘evangelization’ since the 19th Latin American Bishops’ Conference in 1983 when the Pope John Paul II emphasized ‘New Evagelization’ calling for evangelization that can be “new in ardor, methods and expression.” The backgrounds of ‘New Evangelization’ might include the reality of lifeless faith in the Western societies despite of their previous evangelization, the secularization threatening the faith, and the indifference to spiritual life caused by the rapidly changing social values. The concern for ‘New Evangelization’ has continued to the current pope, Benedict XVI, who established the Pontifical Council for Promoting the ‘New Evangelization’ in 2010 and declared the ‘Year of the Faith’ from 11 October 2012 to 24 November 2013. The reason why the date was set up is that the Second Vatican Council began on 11 October 1962 marking 50th anniversary and on the same day in 1992, The Catechism of the Catholic Church was published, celebrating its 20th anniversary. The Vatican also issued ‘Note with pastoral recommendations for the Year of Faith’ on 6 January 2012, emphasizing the sincere study of the documents of the Second Vatican Council and The Catechism of the Catholic Church as an essential practice for the Year of Faith, especially the Catechism is “one of the most important fruits of the Council”. Under the influence of this trend of the Vatican, the Korean Catholic Church also deals with the concept of ‘New Evangelization’ as an essential issue. The Pastoral Ministry Department of the Seoul Archdiocese issued a research report titled “The Study of the Concept of ‘New Evangelization’ and the Pastoral Search” in October 2011. As such, facing with the trend and challenges of the times, what should the Korean Catholic Church do concretely in the name of New Evanglization for the reformation of our life values and how? In relation to this issue, the research report of the Seoul archdiocese presents that we should reflect the conflicts and crises caused by the social and ecclesial changes in 21th century. Especially it says that we should look into the church infected with the value systems in the capitalism and the postmodernism of this age. It also suggests that the social evangelization in the area of justice, peace, human rights and social welfare should be reinforced, and we should read and discern the signs of the times in the concrete realities of the Korean society. It continues to suggest that the frame and pastoral strategies for the New Evangelization in Korea should include ‘the evangelization centered in the fields’ ‘putting love in practice’ ‘personal relationship’ ‘preferential option for the poor’ ‘justice’ ‘environmental and ecological ethics’ and ‘the construction of the civilization of love’. In short, the starting point of the New Evangelization in Korea should be promoting of the Social Doctrines of the Catholic Church as well as paying attention to the social ministries in order to reestablish religious belief and practice. It matches with the Universal church’s recommendation to study The Catechism of the Catholic Church as one of the concrete ways to celebrate the ‘Year of the Faith’. Because this Catechism book contains a lot of the teachings on the Second Vatican Council and intensively deals with the Social Doctrines in the Section 3, ‘The Christian Life’. The Social Doctrines were not known to many Korean Catholics until the Justice and Peace Commission of the Seoul archdiocese opened ‘the School of the Social Doctrines’ in 1995. And Catechism Classes for initiators in Korean Parishes had seldom dealt with the Social Doctrines because the catechism books’ contents hadn’t included the Social Doctrines until The Catechism of the Cathol
