해양경찰공무원의 대(對)테러리즘 인식에 관한 연구

국문 초록

1970년대로 들어서면서 국가중심의 전통적·군사적 안보 개념은 인권, 자원, 지구온난화, 국제금융위기 등 초국가적이고 비군사적인 안보개념으로 그 패러다임이 변화되면서 국가간 협력 및 상호의존성이 강조되고 있다. 대테러 위기관리에 대한 해상영역의 중요성이 대두되면서 해양경찰공무원의 인식을 실증적으로 분석하여 대테러 위기관리에 대한 시사점을 도출하는 것은 중요한 의미가 있다 위기발생의 시차별 진행과정을 기준으로 예방과 완화, 준비, 대응, 복구 등 4단계로 분류 하여 통계적 실증적으로 분석하여본 결과는 다음과 같다. 첫째, 연령별로는 완화단계에서만 인식의 차이를 보이고 있었다. 연령이 높을수록 대테러예방정책 시행의 필요성을 강도 높게 느끼고 있는 것으로 보아 입직기간이 짧은 신임 직원에 대한 집중적인 훈련이 필요하다. 둘째, 근무지역별로는 완화단계와 준비단계에서 인식의 차이를 보이고 있었다. 소도시는 인식이 높고 대도시로 올수록 인식이 낮으므로 대도시지역의 학교, 직장 등을 통해 대테러교육훈련의 필요성을 광범위하게 전파할 필요가 있다. 셋째, 근무처별로는 복구단계에서만 인식의 차이를 보이고 있었다. 대테러 업무의 기획조정·정책을 마련하는 상급조직으로 갈수록 인식정도가 높게 나타났다. 넷째, 계급별로는 완화단계에서만 인식의 차이를 보이고 있었다. 계급이 높을수록 대테러교육·훈련의 필요성을 강하게 인식하지만, 경사계급과 총경이상 계급에서는 일관성을 보이고 있지 않음을 알 수 있다. 다섯째, 근무연수별로는 완화단계에서만 인식의 차이를 보여 근무연수가 많을수록 대테러 교육훈련 등에 대한 인식수준이 높게 나타났으므로 근무연수가 낮은 직원들에 대한 체계적 효율적인 대테러 교육훈련이 필요한 것으로 나타났다.

영문 초록

At the turn of 1970's as far as paradigm is concerned, nation centered military security concept began to change into transnational and non-military security concept such as human rights, resources, global warming, and global financial crisis which requires mutual cooperation and interdependence among nations. As the importance of marine area in terrorism related crisis management is on the rise , it is significant that drawing suggestions by positively analyzing maritime police officers' awareness of terrorism related crisis management. When analyzing maritime police officers' awareness of crisis in a statistic and positive manner by classifying crisis management into four steps -prevention & mitigation, preparedness, response and recovery- based on progress of occurrence of crisis, it was revealed that there was a difference in awareness according to age only in mitigation phase. The fact that the older those surveyed are, the higher awareness of the need to implement measures for preventing terrorism suggests it is necessary to train new recruits in a intensive manner. As far as place of work is concerned, there was a difference in awareness in mitigation phase and preparedness phase. Maritime police officers working in small cities showed low awareness while those working in large cities showed high awareness which suggests it is advisable to disseminate the need of education for anti-terrorism through schools and work places in large cities. As far as rank of workplace is concerned, there was a difference in awareness only in recovery phase. The higher rank such as headquarter of Korea Coast Guard is, the higher awareness of the need for education and training for anti-terrorism. As far as rank of officer is concerned, there was a difference in awareness only in mitigation phase. The higher rank is, the higher awareness of the need of education and superintendents or higher. As far as years of service are concerned, there was a difference in awareness only in mitigation phase. The more years of service are, the higher awareness of the need for education and training for anti-terrorism which suggests it is necessary to give a systematic and effective education and training for anti-terrorism to maritime police officers whose years of service is relatively short.
