영문 초록

In the era of governance, it is global trend that the role of third sectors grow in providing social welfare services. the sector includes voluntary, community, charities, social enterprise and co-operative bodies. its characteristics are non government and value driven so that it demands high level of ethic and moral. This study is designed to shed light on the anti-corruption strategies for third sectors through case study on Community Chest of Korea. To explore this case, theoretical perspectives are established such as principal-agent model, rent seeking and institutional choice approach. the statement of United Way is compared with the Community Chest of Korea. the institutions for preventing corruption of third sector, and its practise are analysed in UK, which has long history of charities. In sum, we need to diversify the third sector beyond monopolizing, make board active and financial staff specialized, collect and accumulate information concerning fraud, establish internal monitoring system such as zero tolerance and whistle blowing.
