국문 초록

본 연구의 목적은 주요 체제전환국들(독일, 비셰그라드 그룹 3개국(체코, 헝가리, 폴란드), 슬로베니아, 에스토니아, 러시아)을 대상으로 경제사회적 성과를 비교 분석하는 것이다. 이를 위해 경제적 성과 및 사회적 성과에 대한 다양한 거시지표들에 대하여 시계열적인 경향성을 분석하였다. 주요한 결과는 다음과 같다. 첫째, 독일은 성장과 분배를 동시에 실현한 유럽의 대표적 복지국가이다. 둘째, 비셰그라드 3국인 체코, 헝가리, 폴란드의 경제사회적 성과가 OECD 평균 에는 미치지 못하지만 체제전환국 평균보다는 월등히 높다. 셋째, 러시아는 다른 여섯 국가들에 비해 경제사회적 성과가 낮다. 넷째, 독일 및 비셰그라드 국가들은 체제전환국의 경제구조 및 그에 따른 사회정책적 대응이 서구와 유사한 양상으로 변화하고 있다. 다섯째, 경제사회적 성과도 있으나 출산율, 노인부양 비, 1인당 사회지출 등에서 해결해야 할 과제가 도출되고 있다. 종합적으로 볼 때, 독일과 비셰그라드 3국은 체제이행을 성공적으로 수행하고 있으며 경제사회적 성과가 우수하다고 할 수 있다. 독일은 서구의 대표적 복지국가라고 할 수 있으며 비셰그라드 국가들은 독일의 경로를 따라 서구 복지국가를 추적하고 있다고 할 수 있다. 슬로베니아와 에스토니아도 탈사회주의 복지국가로 성장하고 있다.

영문 초록

The purpose of this paper is to analysis the economic and social performances in the perspective of comparison: Germany, Visegrad(Czech, Hungary, Poland), Slovenia, Estonia, and Russia. This study analyzed trends of the economic and social performances using the time-series data. The findings of this study are as follows. First, Germany is the best welfare state which achieved the growth and distribution among the post-socialist countries. Second, the performances of Czech, Hungary, and Poland are higher than the average of one in post-socialist countries although they could not attain the level of western europe. Third, Russia is the lowest country in terms of the economic and social performances. Fourth, Germany and Visegrad countries have converged toward the west in terms of the structure of economy and the response of social policies. Fifth, they have the challenges in the birth rate, the dependency ratio and social expenditure. In total, Germany and Visegrad have successfully gone into the western welfare state’s road, and also Slovenia and Estonia have gone to the post-socialist welfare state following the west’s road.
