초등사회과 교육과정에 나타난 인간안보구성요소 분석

국문 초록

본 연구는 ‘인간안보’란 무엇인지, 과연 우리나라 교육과정은 현재 주목받고 있는 인간안보를 얼마나 반영하고 있는지 분석하는데 목적이 있다. 연구자는 인간안보를 광의의 개념으로, 인간 개개인을 대상이자 목적으로 하며 개인의 권리와 안 전을 보장하고 삶과 인간존엄성에 대한 위협으로부터의 자유를 증진시키는 것이라고 정리하였다. 그리고 현재 운영되고 있는 2009 개정 교육과정 초등사회과 3~6학년의 성취기준을 분석 대상으로 하고 인간안보와 인간안보 구성요소 5가지를 분석기준으로 하여 내용분석법에 따라 연구를 진행하였다. 성취기준 분석결과는 다음과 같다. 첫째, 인간안보 구성요소와 관련된 용어를 서술하는 수준과 인간안보 내용을 포함하고 있는 수준이 일치하지 않았다. 둘째, 교육과정의 지리, 일반사회, 역사 영역 간 인간안보 구성요소의 서술 정도는 유의미한 차이가 없었으나 학년군별 서술 정도는 차이를 보였다. 셋째, 빈곤, 기아 등의 경제·식량안보는 찾아볼 수 없었으며, 임금 등과 관련된 것도 개인안보 영역인 사회적 소수자, 외국인노동자의 차별과 편견과 관련지어 서술하고 있었다. 넷째, 2009 개정 교육과정에서는 약 7.7% 정도의 영역에서만 인간안보와 관련된 내용이 60%이상 반영되고 있었다.

영문 초록

This study aims to analyze what 'human security' means and how well the Korean curriculum reflects human security, which is receiving attention currently. This study considered that human security focuses on individuals, guarantees rights and safety of individuals and improves freedom by reducing the threat to human dignity. Therefore, this study analyzed the achievement standards of third to sixth grade in the 2009 revised elementary social studies curriculum, since social studies education is associated with democracy, based on the five components of human security. In this study, the qualitative content analysis method focusing on the themes of the achievements standard was primarily used. The analysis results are as follows. First, the standards describing the terms related to human security components did not correspond to the standards containing the human security contents. Second, there were no significant differences in human security components described among the scopes of geography, general sociology, and history of the curriculum, but there were differences in components described depending on the grade. Third, over 60% of the human security contents were reflected in only 7.7% of the scope in the 2009 revised curriculum.
