우리나라 자영업의 과도기적 특성 연구

국문 초록

본 연구는 2010년부터 실시된 우리나라 가계금융조사 자료와 1990년 이후 지난 20여 년간의 경제활동인구조사 자료 등 미시적인 데이터를 이용하여 우리나라 자영업의 특성을 살펴보고 실증 분석한 것이다. 분석결과 우리나라 자영업은 전체 경제에서 차지하고 있는 비중이 큼에도 매우 허약한 것으로 나타났다. 자영업자들 간 소득 양극화가 심하였고 가계부채 측면에서도 상당히 취약하였다. ‘가계금융조사’ 원자료를 이용하여 일자리 이동현황을 분석한 결과 우리나라 자영업은 상용근로자에서 무직으로 가는 징검다리 역할을 하고 있을 가능성이 있는 것으로 나타났다. 계량분석뿐만 아니라 다른 나라의 다양한 사례, 제도적 측면 등을 종합적으로 분석한 결과 우리나라 자영업자중 상당수는 산업예비군적 성격을 갖고 있고 우리경제에서 지위가 점점 열악해지고 있을 가능성이 큰 것으로 보인다. 따라서 서구에서 볼 수 있듯 자영업의 장점을 살려 질 좋은 일자리를 만들어 가고 자영업자의 소득수준을 제고해주는 혁신적인 정책이 요구된다. 그리고 본 논문의 분석결과 자영업으로의 진출은 자발적인 것이라기보다는 고용부족과 노후보장 미흡에 기인한 면이 큰 만큼 우리나라 자영업 정책은 사회보장시스템과 연계하여 추진할 필요가 있다.

영문 초록

This paper is analyzed by using household financial data and the labor census data during the last 20 years. The analysis shows that the self-employment in Korea appears to be quite weak despite the fact that it occupies a large share of portion in the entire Korean economy. The income polarization is very severe and the debt of household looks vulnerable among self-employed. Therefore self-employed people are likely to get greater impact compared to paid worker if the slowdown in the business cycle continues. Using household financial data, the analysis showed the job migration status. It implied that the self-employment is taking a role as a stepping stone from a regular employee to unemployed. The number of employment from a regular employee to self-employed is bigger than that of from self-employed to regular employee. Also, many cases which temporary employee or self-employed are returning to unemployed are found. In conclusion, the self-employment of Korea plays a role as reserve army of labor. And status of the self-employed is getting gradually worsened in Korean economy. Therefore, good quality jobs with the advantages of self-employment should be made to ease the burden on the economy. Also, an innovative policy that enhances the income level is required. The outcome of this paper analysis shows that being self-employed is more about the lack of employment and insufficiency of old age guarantee rather than wanting to be. Therefore, the self-employed policy in Korea should be propelled in connection with social security system.
