전남 학습연구년제 현황 분석 및 개선방안

국문 초록

본 연구는 학습연구년제를 실시하는 17개 시ㆍ도교육청 현황과 사례제시를 통하여 전남교육청 학습연구년제의 현황분석과 개선방안을 제시하였다. 2011년 405명을 선발하여 처음 시작한 이 제도는 2014년 초장기 인원의 2배가 넘는 855명까지 선발이 확대되었다. 대부분 교육청은 12개월의 연구기간과 연구 활동비 그리고 대학위탁, 연수원위탁, 교육연구원위탁등으로 제도를 운영하고 있었다. 그리고 전남교육청은 선발유형과 연구 활동비, 지원 자격기준, 등이 타 시ㆍ도교육청과 구분되었다. 본 연구가 제시한 전남교육청 개선방안은 첫째, 교원평가의 기본자격화, 둘째, 연수기관 및 프로그램의 다양화, 셋째, 연수모형의 체계화 넷째, 연구 활동비의 유연성, 다섯째 연구실적물의 축적 및 관리이다. 이를 통하여 이 제도가 교사의 자기 계발에 기여하고 전남교육 발전에 기여하리라 본다.

영문 초록

This study looked into present conditions and practical applications of teacher research sabbaticals which are being conducted by 17 municipal and provincial education offices and offered measures to improve the teacher research sabbatical carried out by Jeollanamdo Office of Education through an analysis on current conditions of the concerned system. As for this system that was first practiced in 2011 with 405 participants selected, a total of 855 participants were given chances to enjoy the system in the year of 2014, and the figure was what had been doubled from the initial starting number. Most of the education offices were including a 12-month research period to the system as supporting research expenses, and the system was being commissioned to colleges, training institutes, education research institutes and others. In addition, as for Jeollanamdo Office of Education, they were operating the system with these selection types, research support funds, application qualification standards and others which were distinguished from those of the other municipal and provincial education offices. In terms of the measures that this study had come up with to improve the system conducted by Jeollanamdo Office of Education, they talk about first, basic qualification of teacher evaluation, second, diversification of training institutes and programs, third, systematization of training models, fourth, flexibility of research support funds and fifth, accumulation and preservation of research results. As far as this study understands, the measures to improve the system will make contributions both to teachers' self-improvement and to development of Jeollanamdo Office of Education.
