에너지바우처의 효율적 전달체계에 관한 탐색적 연구

국문 초록

본 연구는 2015년 동절기에 시행되는 에너지바우처의 효율적인 전달체계 구축방안 제시를 목적으로 한다. 연구목적 달성을 위해 문헌고찰과 에너지복지 사업의 현황파악, 기존의바우처 사업 전달체계 사례를 분석하고 에너지바우처의 효율적인 수행방안 및 각 주체별역할과 추진 단계별 세부역할을 도출하였다. 에너지바우처 전달체계 구축에 있어 성공요인인 정보 및 접근용이성이 강조되어야 하며, 대상자 자격검증을 위한 행복e음시스템(Happiness e-eum System) 활용과 전산시스템을 이용한 모니터링이 고려되어야 한다. 더불어 에너지바우처 사업에 대한 체계적인 홍보와 전달체계 주체 간의 역할분담 및 협력이 필요하다. 국내에서 시행되고 있는 주요 바우처 사업의 전달체계 사례분석 결과 에너지바우처 사업의 전달체계 주체는 정부(산업통상자원부), 에너지바우처 전담기관, 지방자치단체, 에너지제공기관(에너지 판매처), 금융기관(카드사), 이용자(대상자)로 구분하고 각 주체별 역할을제시하였다. 또한 에너지바우처 사업의 세부추진 단계는 신청/접수 단계 → 결정/통지 단계 → 이의신청 단계 → 지급/정산 단계 → 모니터링/사후관리 단계로 구분하고 각 단계별 내용과 주체별 세부역할을 제시하였다

영문 초록

The purpose of this study was to suggest an efficient delivery system for an energy voucher program to be implemented in 2015. For this purpose, we performed literature review, investigated the status of the energy welfare program, analyzed the existing cases of the voucher program delivery system, developed a plan to make an efficient delivery system for energy voucher, and suggested roles for each part and detailed roles at each implementation stage. It is necessary to emphasize information and accessibility in building an energy voucher delivery system and to give consideration to use of the Happiness e-eum System for screening and monitoring using an electronic system. It is also necessary to make systematic publicity and role division and cooperative management among those concerned in the delivery system with the objective of implementing the energy voucher program successfully. The case analysis found that the delivery system for an energy voucher program was implemented by the central government (Ministry of Trade, Industry, and Energy), agencies in full charge of energy voucher, local governments, energy providers (energy sellers), financial agencies (credit card firms), and users (targets) and the roles for each part were presented. The energy voucher program was subdivided into such stages as application and reception, decision and notification, objection, payment and settlement, and monitoring and post management and the contents at each stage and the detailed roles for each part were presented.
