국문 초록

본 연구의 연구방법은 사례연구로서 공식통계자료 및 관련연구 등 문헌자료를 중심으로 분석하였고 필요할 경우 관계자와의 면담 등 질적자료를 보충적으로 사용하였으며 분석결과는 다음과 같다. 첫째, 노인장기요양보험의 정책의제설정과정의 특징은 Cobb, Ross & Ross의 모형으로 분류해볼 때 전체적으로 동원모형의 특징을 가지고 있으며 참여자로서 대통령 및 행정기관, 지식인 및 전문가의 역할이 중요했다. 둘째, 이시기에는 참여자로서 대통령 및 행정기관과 지식인 및 전문가, 정당, 시민단체의 역할이 중요했다고 볼 수 있다. 셋째, 노인장기요양보험의 정책채택과정의 특징과 참여자로서 누구의 역할이 중요했는가를 살펴보면, 정책채택단계의 특징은 노인장기요양보험법 제정과정과 그 외에 제도 실행을 앞두고 참여자별로 적극적이고 뚜렷한 역할을 수행하였는데, 역시 행정기관의 역할이 주도적인 가운데 국회가 본연의 역할을 감당하면서 균형을 이루었고 간접적으로 정당, 시민단체, 이익집단이 활발한 활동을 하였다. 따라서 이시기는 대통령 및 행정기관, 국회, 정당, 시민단체, 이익집단이 중요한 역할을 하였다고 볼 수 있다.

영문 초록

The purpose of this study is to analyze the characteristics of three stages of the policy-making process(the policy problem formation, the policy formulation, the policy adoption), and to inquire the roles of participants on each stage. For this, official participants(the President and the administrative institutions, the National Assembly), and unofficial participants(the intellectuals and experts, political parties, interest groups, civic organizations, the general public and public opinions, the press) were established as the related variables. Based on the document study method, this study used secondary data including official statistical data and the related study results. And, if necessary, qualitative data including the interviews with the authorities concerned were also used. The results of this study were as follows. First, the policy problem formation process could become a basis of the official participants' influential roles because the characteristics of this process were the same as those of mobilization model by the classifications of Cobb, Ross & Ross. Particularly, the roles of the President and the administrative institutions, intellectuals and experts were important as participants at this stage. Second, for the characteristics of the policy formulation process, the President and the administrative institutions had still planned and led the formulation process. The intellectuals and experts had played a big role in completing the frame of Long-term Care Insurance. And each political party and civic organization had played an active role in the process of introducing the Long-term Care Insurance. Therefore, the roles of the President and the administrative institutions, intellectuals and experts, political parties, and civic organizations were important at this stage. Third, for the characteristics of the policy adoption process, more positive and distinct roles by participants had been shown with the enactment process and its further execution of Long-term Care Insurance Law. As expected, the National Assembly had played its own role well with the leading role of administrative head, and their balance had been kept on. And political parties, civic organizations, and interest groups had indirectly taken their active parts. Therefore, the President and the administrative institutions, the National Assembly, political parties, civic organizations, and interest groups had played important roles at this stage. Consequently, the President and the administrative institutions had played a leading role from the policy problem formation stage to the policy adoption stage in the policy-making process of Long-term Care Insurance. And intellectuals and experts, political parties, civic organizations, interest groups, and the National Assembly had played influential roles in the policy-making process. On the other hand, the general public and public opinions were difficult to expect any positive role in the policy formulation process. Inquiring into these roles from a power-dynamic perspective, the President and the administrative institutions had played a leading role as the center of power in the whole process, and they had a propensity to be partially distributed to other participants according to the policy formulation process. In other words, the degree of distribution was lower than the leading level of government, and any active role had not been proposed for the general public and public opinions. In the end, the policy-making process of Long-term Care Insurance had been continuously promoted by the leading role of government without reaching a social agreement.
