가정(家庭) 은유를 통한 북한의 통치방법의 실태 및 정책적 함의

국문 초록

이 연구의 목적은 북한의 통치과정에서 두드러지게 나타나는 은유적 표현(slogan)을 정책과정론의 시각에서 비판적으로 분석하고, 그 연구결과를 통해 북한의 통치방식에 대한 이해를 돈독히 함으로써 향후 대북한 정책 추진을 위한 정책적 함의를 제시하는 것이다. 본 연구의 결과를 요약하면 다음과 같다. 첫째, 북한의 은유는 일상에서 나타나는 익숙한 개념을 복잡한 정책문제와 정책방향에 적용함으로써 국가 지도자의 정책방향에 대한 국민들의 이해를 용이하도록 사용되어 왔다. 둘째, 특히 북한의 정책결정자는 가정의 이미지로 국가를 수립하고, 국가와 국민간의 관계를 부모와 자식 간의 가족관계로 설정함으로써 국민의 정책 순응 효과를 기하고, 자칫 경제위기상황에서 나타날 수 있는 국가정책에 대한 국민적 저항으로부터 자유로울 수 있었다. 셋째, 북한에서 가정의 은유는 정책방향에 대한 국민적 통합과 그리고 정치체제의 안정성을 가져오는 데는 기여하였지만, 국내적으로는 가부장적 온정주의와 대외적으로는 은둔주의를 야기함으로써 경제위기의 가혹한 현안에 대응하는 정책에서는 한계가 있었음을 확인할 수 있다. 이러한 점은 은유가 정책의 특정한 일면 만을 부각시키는 특성을 가지고 있기 때문에 종합적인 사고를 요하는 정책집행에서는 한계를 드러냄으로써 성공적인 정책집행의 보장할 수 없다는 측면을 보여주는 것이다. 이상의 북한의 정책 사례 분석은 은유를 통한 정책분석의 적실성을 보여주는 것이며, 향후 남북관계 개선을 위한 정책방향을 설정하는데 있어서 은유를 통한 북한 통치방법의 분석이 매우 유의미함을 말해주는 것이다.

영문 초록

Since the establishment of North Korea, the nation-as-family metaphor has been noticeably available in lots of policy discourse. The policy makers have used the metaphor in order to build a nation in the image of house, and organize the people in the image of family. A contention is presented that the leaders of North Korea have used the metaphor for the national integration, economic development, and stability of political system, causing patriarchism at home and reclusiveness abroad. But a series of economic depression made the people realize that the family metaphor as a prototype of the state had severe limitation in managing the complicated and harsh reality like food shortage and energy depletion. The people tend to depend on the second economy to survive such a harsh situation. It means the diminished role of state. The Confucianist patriarchism has been reinforced by the harsh situation surrounding North Korean system. The leaders would respond with dual personality of macho-mask and hermetic attitude. Thus they have looked in various images like a hero and a rogue, as available from the attitude of the North Korean leaders. The harsher the situations are, the tougher the macho-mask of the leader appears. This article suggests that the family metaphor has been relevant to the inter-Korean relationship.
