국문 초록

최근 중동지역에서 발생하는 테러 조직과 활동의 특징은 과거에는 알카에다가 중심이 되어 테러조직을 결집하였지만, 이제는 이슬람 극단주의 수니파 무장단체인 이슬람국가(IS)가 새로운 테러주체로서 주도권을 장악하는 양상을 보이고 있다. 즉 알카에다를 추종하던 많은 테러조직들이 더 이상은 알카에다 수하에서 지휘를 받지 않음과 동시에 재정적ㆍ기술적 지원 및 교류를 오히려 IS조직에 의존하는 경향이다. 새로운 맹주로서 나타난 IS 조직은 불과 얼마 전 까지도 알카에다의 이념과 정신을 이어받겠다는 테러조직들을 오히려 본인들의 지지 세력으로 확보 하는 등 급격한 변화를 시키고 있다. 이는 9·11 테러를 일으킨 알카에다 지도자 오사마 빈 라덴이 2011년 사망 한 뒤 빈 라덴을 대신할 수 있는 후계자들이 나타나지 않아 리더십이 상실되면서 조직의 방향성이 결여되고 있기 때문이다. 아랍어로 ‘다애쉬’로 불리는 IS는 2014년 6월 이후 이라크와 시리아 영토의 상당부분을 장악하며 이슬람 국가(IS)를 선포한데 이어 인근 리비아지역까지 영토를 확장하고 있는 등 대단한 기세이다. 더구나 아프리카에서는 보코하람 이라는 신생 테러조직이 2015년 4월 나이지리아 여학생 276명을 납치하면서 일약 국제사회의 테러 집단으로 급부상했다. 한마디로 중동지역 이슬람 테러단체의 중심지도자 이었던 빈 라덴은 사망했지만 신생 테러집단들의 활동은 오히려 더 기승을 부리며 국제사회를 위협하고 있는 상태이다. 따라서 국제테러단체의 동향을 파악하기 위해서는 먼저 중동지역의 국내외적 정세를 살펴볼 필요가 있다. 이는 서로 다른 알카에다와 IS조직의 역학관계가 복잡하고, 수니파와 시아파간의 갈등과 입장이 다르기 때문이다. 특히 중동 테러세력 활동의 중심지역인 시리아 내전과 이 지역에 기반을 둔 테러조직을 대표적으로 살펴보아야 한다. 서로 다른듯하지만 결국은 반기독교, 반서방의 종교와 이념에 반대한다는 종교적 목표 또한 동일하며, 통합 이슬람 제국 건설을 위해 각각의 지역에서 주로 활동하고 있다는 것이 특징이다. 한국역시 중동지역에 군대의 파병, 건설 현장 인원 등 많은 우리교민들이 중동지역에 거주 하고 있어 항상 위험에 노출 될 수 있는 가능성이 많기 때문에 중동지역의 혼란에 따른 테러조직들의 변화와 활동을 전망하고 이에 대한 사전 대응방안을 강구하는 것은 매우 중요한 사항이라 할 수 있다.
