단위학교 교육서비스 재정투자 실태 및 개선방향

국문 초록

교육의 질적 수준제고를 위해 가장 핵심적인 활동은 단위학교 교육서비스 에 대한 투자라고 할 수 있다. 본 연구는 교육서비스 분류체계를 핵심서비스 와 부가서비스로 구분하고, OECD 국가별 지출구조 및 국내 교육서비스 지출 에 따른 투자변화 실태를 분석하기 위한 목적으로 수행되었다. 이를 위해 연 도별 OECD 교육통계, 지방교육재정교부금 및 시･도교육비특별회계, 학교회 계 등에 포함된 학교교육과정운영비, 기본적교육활동비, 급식 및 보건 등의 부 가서비스 관련 세출 결산내역을 분석하였다. 분석결과, 선진국에 비해 여전히 교육투자 규모가 적은 우리나라의 경우에는 교육재정이 감소할 경우 핵심서비 스에 해당하는 기본적 단위학교 교육서비스 투자를 위축시키고 질적 수준을 낮추는 결과로 이어질 수 있다는 점이 더욱 부각되어야 할 것으로 나타났다. 우리나라 단위학교 교육서비스 투자는 교육서비스 공급주체가 매우 다양해지 는 가운데, 급식지원 부가서비스 비용이 증가하면서 기본적 교육활동비, 학교 교육과정운영비 등 핵심서비스 비중은 오히려 줄어드는 특징을 보이고 있으며 이와 관련된 쟁점이 심화될 것으로 나타났다. 이러한 연구결과를 바탕으로 미 래 교육투자는 표준교육비 확보 기준까지 교육핵심서비스 비용 확대, 부가서 비스 지원 부담원칙 및 우선순위 정립, 부가서비스 선택방식 개선 등의 방향 으로 이루어져야 할 것을 제언하였다.

영문 초록

The most critical activity for enhancing the quality of education can be said as the investment for education services of unit school. This study was carried out to separate classification system into educational core service and ancillary service and to analyze the aspects of the investment change according to the regional expenditure structure and domestic education services spending of OECD. For this purpose, we analyzed the annual education statistics of OECD, operating expenses of school curriculum included in financial grants for local education, municipal/provincial education special account, school account, and basic educational activity expenditure, annual expenditure(s) and details of closing accounts related to ancillary services such as school meals and public health. Our analysis shows that, in Korea where scale of education investment is still small compared to developed countries, it should be emphasized that the decrease of education finance is decreased financial investment for education services of unit school can lead to shrinkage of financial investment for education services of basic unit school that is classified as educational core service and the decline of quality level. In Korea, the financial investment for education services of unit school shows that while the providers becomes diversified, ancillary service expenditure to support school lunch[meals] increases and the importance of educational core service increases, which is likely to intensify the issues involved. Based on this research result, we suggested that investment of education in the future should be made to establish the support and burden principles and priority for ancillary service and improve the selection method of ancillary service.
