영국의 시민 안심 경찰활동에 관한 연구

국문 초록

최근 영국에서는 지표범죄 이론(signal crimes theory)에 근거한 시민 안심 경찰활동(reassurance policing)을 시범적으로 실시하였고, 평가 결과 후 이를 근린지역 경찰활동(neighborhood policing)이라는 이름으로 확대 실시하고 있다. 시민 안심 경찰활동은 지역의 불안감을 증대시키는 지표가 될 만한 범죄를 경찰과 주민과의 협력 작업을 통해 규명하고, 공동으로 해결책을 제시하려고 노력하는 경찰활동이다. 어떤 사건들은 위험의 인식을 형성하는데 더 결정적 역할을 하는데, 이러한 위협적 사건에 대한 적절한 대응이 요구된다. 따라서 시민 안심 경찰활동은 경찰에 대한 신뢰와 지역사회 내 안전감을 상승시키는데 매우 적합하다는 평가를 받고 있다. 이 연구에서는 시민 안심 경찰활동의 이론적 배경과 그 내용, 그리고 가장 많이 비교되고 있는 깨진 창문 이론과의 관계에 대해 논의하였다. 또한 시민 안심 경찰활동을 다른 경찰활동과 비교해 보고, 시민 안심 경찰활동이 기존의 다른 경찰활동과 구분되는 개념인지, 구분된다면 어떠한 특성을 지니고 있는지에 대해 살펴보았다. 마지막으로 영국에서의 시민 안심 경찰활동이 한국 경찰활동에 주는 시사점은 무엇인지에 대해 논하였다.

영문 초록

Reassurance Policing aims to identify local incidents and problems that residents experience as disproportionately troublesome, and find solutions in co-productive ways. Some incidents matter more in shaping perception of risks and decay；prompt action against these threatening or annoying incidents is required. Thus, Reassurance Policing fits well within current trends to raise confidence in the police and increases feelings of safety in the community. Moreover, the significance of a Reassurance Policing strategy is that it acknowledges that the public frequently wants the police to provide a visible protective presence, and to deal with antisocial behavior and incivility because these act as signal events in the life of a community, indicating the presence of threats to the local social order. In this study I discuss the conceptualization of Reassurance Policing. Firstly I wanted to reflect on the underlying assumptions of the concept of Reassurance Policing and relate it to the Broken Windows theory. Secondly I positioned Reassurance Policing with respect to the existing police models(such as the military-bureaucratic police model, lawful policing, community policing and the public/private police model) and asked the question whether Reassurance Policing could become a new police model.
