대(對)테러리즘 분야 연구경향 분석

국문 초록

현재 국제사회는 이슬람 수니파 무장세력 이슬람국가(Islamic States)에 의한 국제테러리즘 위협이 증가하고 있다. 미국은 이슬람국가(IS)에 대한 대대적인 공습을 예고하였지만, 이에 대한 서방국가들의 반응은 과거 이라크를 대상으로 한 대(對)테러전쟁과는 상이한 양상을 보이고 있다. 한국도 서방국가들과 같이 신중한 입장을 취하고 있는데, 이는 과거 한국정부가 미국의 대(對)테러전쟁 참여로 많은 피해가 발생하였기 때문이다. 특히, 이번 이슬람국가를 대상으로 한 대(對)테러전쟁은 북한군이 시리아 내 전에 직접 참여한 사실이 밝혀짐에 따라 더욱 고심해야 한다. 왜냐하면 과거 한국은 북한의 국가지원 테러리즘의 직접적인 피해 국가였고, 현재도 북한의 뉴테러리즘 피해국가이기 때문이다. 이러한 시점에 대(對)테러리즘과 관련하여 학계와 국가기관에서 발간된 연구논문의 학문적 경향을 비교 분석하는 것은 그 의의가 크다고 할 수 있는데, 이를 세부적으로 살펴보면 다음과 같다. 학계와 국가기관에서 발간된 대(對)테러리즘 관련 학술논문들의 공통적인 연구경향은 테러나 테러리즘, 대(對)테러에 대한 대응방안과 그와 관련된 연구 그리고 한국, 북한, 미국과 관련된 테러리즘을 대비하기 위한 방안에 관한 연구들이 많았다는 것을 알 수 있다. 이에 비해 학계와 국가기관의 연구경향의 차이를 보면, 대체로 학계의 연구경향은 2000년 이전에는 북한, 국제테러리즘, 실태 등의 주제에 많은 관심을 가지고 있었고, 2000년 이후에는 대(對)테러, 미국, 정책 등의 주제어의 빈도가 높게 나타나고 있었다. 반면에 국가기관의 연구경향은 2000년 이전에는 인질, 인질협상, 국제테러 등의 주제가 많이 다루어졌고, 2000년 이후에는 국가, 미국, 대(對)테러 등의 주제어가 상대적으로 많이 다루어졌음을 알 수 있었다. 결론적으로 학계에서는 한국, 북한, 미국과 같은 국가들을 중심으로 국제테러에 대한 실태분석과 그에 따른 대응방안을 연구하는데 초점을 맞춘 논문들이 많았던 반면, 국가기관에서는 인질, 인질협상, 혹은 올림픽, 월드컵과 같은 구체적인 사건이나 행사와 관련된 테러에 대한 연구와 그 대응방안에 대한 연구에 초점을 맞춘 논문들이 상대적으로 많았다는 것이 특징이었다.

영문 초록

The threat of international terrorism by Islamic States(IS) has increased in these days. Although the U.S.A. announced the broad coalition against IS, Western allied nations have various reactions which are very different from their past responses of international terrorism against Iraq. Korean government stands on a cautious position because Some Koreans have been victimized of international terrorism. At this time, comparing of research trend of counter-terrorism between academia and state agencies is a very meaning work. Regarding of this, this study analysed the research trends of counter-terrorism by comparing of academic articles between academia and state agencies. The research trends between two groups have something in common. Responses against terror and terrorism and the strategies of these reactions were the main subject matters in this field. In addition, reaction policies for preparing terror against South Korea, North Korea, and U.S.A. have been dealt with the research subjects. Meanwhile, there were some different things in terms of research trends between two groups. In academic circles, first, "North Korea" and "international terrorism" were often addressed before 2000. Second, "counter-terror", "U.S.A.", and "policy" were frequently addressed after 2000. Next, in state agencies, while "hostage", "hostage negotiation", and "international terror" were often addressed before 2000, "state", "U.S.A.", and "counter-terror" were consistently used after 2000. In conclusion, academic circles focused research on the actual condition of terror and plan for reaction for international terrorism regarding of the nations such as South Korea, North Korea, U.S.A. On the other hand, state agencies focused analyses and reactions for specific terrorism activities such as hostage and hostage negotiation, or international terrorism targeted important international events such as the Olympics and the World Cup.
