국문 초록

이 연구는 서울시 공공급식의 실태와 문제점을 파악하면서, 새롭게 설계될 공공급식의 원칙과 기준을 제시하고자 하였다. 특히 공공급식을 통한 대안체계의 구축 가능성을 분석하고자 하였다. 서울시의 공공급식 프로그램을 분석한 결과, 유럽의 여러도시 사례들처럼 대안적이지도, 창조적이지도, 혁신적이지도 않았다. 무엇보다도 공공과 지역, 그리고 균형 잡힌 영양 관점이 배태되어 있지 않았으며, 겨우 빈곤층에게 한 끼 식사를 제공하는 구호 차원에 머무르고 있었다. 이 때문에 공공급식을 통해 먹거리 대안체계를 구축하기 위해서는 정책적으로, 제도적으로, 실천적으로 새로운 접근이 필요하였다. 첫째, 정책적으로 공공급식을 통해 사회통합을 이루는 방안을 적극적으로 모색해야 한다. 지금처럼 시혜나 자선차원의 선별적 식품 제공(food charity)이 아니라 보편인권을 보장하는 먹거리 제공(food security)으로 전환되어야 한다. 둘째, 실천적 차원에서 공공급식의 필요성과 제도화에 대한 사회적 합의가 우선적으로 이뤄져야 한다. 공공급식은 지속가능한 먹거리 대안체계를 만들어내는데 최적의 정책 수단 중의 하나이기 때문에 조금만 노력하면 합의 가능성은 충분하다. 셋째, 공공조달의 제도적 강제성을 활용하여 새로운 차원의 식재료 조달체계를 구축해야 한다. 이를 위해서는 공공급식이 소모적 차원의 복지가 아니라 이를 통해 지역사회를 재구조화할 수 있다는 적극적인 인식이 필요하였다.

영문 초록

This study tried to investigate the actual conditions and problems of public plate in Seoul, and propose the principles and criteria of the public plate to be newly designed. In particular, it intended to analyze the possibility of the establishment of an alternative food system through public plate. According to the analysis on the public plate program in Seoul, compared to other cases in European cities, it was neither alternative, nor creative, nor innovative. Above all, the program failed to include the publicness and locality, and balanced nutrition aspects. It just reached the point of providing one meal to the poor in the character of charity. In this sense, to establish an alternative food system through public plate, it is necessary to make a new approach in terms of policy, system, and practice. First, in terms of policy, it is needed to actively find a plan of social integration through public plate. In other words, it is necessary to turn the current selective food charity in the dimension of dispensation into the food system to guarantee universal human rights. Secondly, in terms of practice, it is first required to achieve public consensus on the necessity and systemization of public plate. Since public plate is one of the best policy means to make a sustainable alternative food system, a little more effort can lead into social consensus. Thirdly, it is necessary to establish a new food material procurement system through the institutional compulsion of public procurement. To do that, it is important for local residents to recognize public plate as a way of restructuring their local community, not as a sort of consuming welfare.
