국문 초록

I. 서론 1. 연구의 필요성 및 목적 ○ 우리나라 공적개발원(Official Development Assistance, 이하 ODA)의 규모가 비약적으로 성장해오고 있으며, 2010년도에 우리나라 OECD 개발원조위원회(DAC) 회원국이 되면서 한국 발전경험의 공유에 대한 관심이 증가하고 있음. ○ 이러한 배경 속에서 국내적으로 선진국의 ODA와 차별화된 개발협력 콘텐츠의 개발이 우리나라 국제개발협력 선진화를 위한 3대 전략 중 하나로 수립되면서 국무총리실/국제개발협력위원회를 중심으로 한국형 ODA 모델수립에 대한 논의가 이루어지고 있으며, 기획재정부/한국개발연구원(KDI)의 지식공유사업(Knowledge Sharing Program, KSP) 및 외교부/한국국제협력단(KOICA)의 DEEP 프로그램(Development Experience Exchange Program)을 통해 한국 개발경험의 공유를 위한 사업이 시도되고 있음. ○ 한국의 발전경험은 경제적 발전 뿐만 아니라 사회발전의 측면에서도 개발도상국의 모델로서 가치를 지니며, 이러한 의미에서 한국의 셩정책 발전경험 역시 개발도상국과 공유할 만 함. 그럼에도 불구하고 한국의 여성정책 발전경험의 공유를 위한 노력은 미미한 편임. 따라서 본 연구를 통해 구축한 한국 여성정책 발전경험에 대한 기초자료를 바탕으로 향후 개발도상국의 여성발전 및 한국의 양성평등 분야 ODA 사업 아이템 발굴에 기여할 수 있으리라 기대함.

영문 초록

South Korea joined OECD Development Assistance Committee(DAC) in 2010, and its Official Development Assistance(ODA) has been drastically increasing. Under this background, the Korean government devised the Strategic Plan for International Development Cooperation, where it is included as one of the three strategies to develop differentiated ODA project items by taking advantage of Korea's development experiences. While efforts have existed to share Korea's development experience, such as Knowledge Sharing Program(KSP) spearheaded by South Korea's Ministry of Strategy and Finance(MOSF) and Development Experience Exchange Partnership(DEEP) by the Ministry of Foreign Affairs, there have hardly existed initiatives to share women's advancement experiences in particular. Thus, this study attempts to address this issue by compiling six case studies on Korea's development in women's policies. The first case study introduces Korea's experience in gender impact analysis & assessment that has been conducted for the past 10 years. The chapter discusses gender mainstreaming in the context of international discussions on gender/women and development. It examines how the gender impact analysis & assessment has been institutionalized and implemented in Korea. The chapter also describes achievements of gender impact analysis & assessment in Korea and draws their implications. The second case study deals with gender statistics in Korea. The chapter first explains international and domestic circumstances where gender statistics was introduced. It introduces related laws and Basic Plan for Women's Development. This chapter also examines how gender statistics could proliferate in Korea, and finally it draws several implications in building gender statistics. The third case study examines how gender quota was introduced in the Political Party Law and how it has been implemented in Korea. It first defines the concept of gender quota and its types. The chapter explores institutionalization process of the gender quota system and the importance of the attitudes and perceptions toward it. Finally, it presents achievements and limitations of the gender quota system in Korea. The fourth case study discusses Korea's policies to support career development of female students in Korea by looking at the case of Centers for Career Development of Female Students. It first figures out characteristics of female students' career development. It examines how Centers for Career Development of Female Students were introduced and how the Korean government and universities have run them. It also provides how the centers have developed over time. Based on these discussions, it evaluates the policies and suggests future challenges faced by Centers for Career Development of Female Students. The fifth case study deals with Korea's policies to promote female students' career choice in science and technologies. It first explains the context where the policies were introduced. It introduces several programs done by the government to encourage female students to study science and technologies, and it examines how the programs have developed and been implemented. Finally, it evaluates the programs and draws implications. The final case study examines Korean system to project children and teenagers from sexual violence. The chapter begins with explanation on international and domestic standards for the protection of children and teenagers from sexual violence, and it also introduces related laws and systems to punish offenders, prevent repeated crimes, protect victims and prevent sexual violence against children and teenagers in advance. The chapter also explores the achievements and limitations that the related laws and institutions. Finally, it draws several lessons including the importance of the government's action for the protection of children and teenagers from sexual violence, the prevention of victims' second victimization, and the production of accurate
