사회 복지 서비스 욕구에 관한 서비스제공자와 수혜노인의 인지비교연구

국문 초록

본 연구는 현재 지역사회 내에서 거주하고 있는 노인에게 제공되는 사회복지 서비스의 현황을 파악하고 노인에 대한 서비스욕구를 측정함으로써 노인의 욕구에 부합되는 서비스가 제공될 수 있도록 서비스 개발의 방향을 모색하기 위하여 현재 노인에게 이용가능한 서비스의 종류 및 그 실시횟수를 살펴보고 현존 서비스의 적절성 및 필요성을 조사하였다. 연구방법은 구조화 된 질문지를 이용하여 서베이조사(Survey Research)를 하였으며, 조사대상은 서비스 제공자인 38명의 사회복지사와 사회복지 서비스를 제공받고 있는 노인 43명이 표집되어 조사되었다. 노인에 대한 사회복지 서비스의 종류에 있어서 19가지의 서비스가 제공되고 있었으며, 50%이상의 실시율을 보이는 서비스는 재가노인 서비스, 무료진료, 개별상담, 단체급식 등을 포함한 8가지로서 당면문제의 해결을 위한 서비스가 많았다. 서비스제공자인 사회복지사와 수혜노인 모두 노인학교, 개인취미활동 지도, 경로잔치 등의 주로 발달욕구충족을 위한 서비스에 있어서 현재 적절하게 제공되는 상태로서 인지하고 있었으나, 현존 서비스의 필요정도에 있어서 사회복지사와 노인 모두 단체급식, 무료진료, 물리치료 등과 같은 당면문제의 해결을 위한 서비스의 필요정도가 높음을 나타냈다. 결국 현 서비스의 적절성에 대한 평가와 필요정도에 대한 평가가 서로 일치하지 않음을 보여줌으로써 노인에 대한 사회복지 서비스가 효과적으로 제공되고 있지 못함을 알 수 있다. 이상과 같은 연구결과들은 노인에 대한 사회복지 서비스의 개발 방향을 설정하는 데에 있어 하나의 근거자료로서 활용될 수 있을 것이다.

영문 초록

The purpose of this research is to set the direction of social services development to meet the senior citizens' social service needs through understanding the current social services provided to the elderly in community and assessing their needs for services. Therefore, the variety of the services available to them, relevance of current service and needs for service are explored. For this research all 38 social workers on Social Welfare Institutes in Seoul and 43 elders out of those receiving social service are selected. Total of 19 different kinds of social services are being provided to the senior citizens. The services provided by above 50% of social workers are 8 services including in-home service, free health examination etc. In evaluating the relevance of the current services, social workers and clients have same opinion on most of provided services, and class for the elderly sponsoring leisure activity, party for the elderly are high scored by both. The social workers show relatively high level of needs of current services than the clients. However, the needs for several services are scored highly by both social worker and the elderly as follows ; providing free feeding, bathing, hair-cut, health examination, and physiotherapy service. These services can be classified as the solution services for urgent problems. The degree of relevancy of services is not corresponding to that of needs. Therefore, current provided services for the elderly are not effective. Above results can be used as the background information in setting the direction of development social services for the elderly.
