무단점유 국공유지의 효율적 발굴 방안

국문 초록

2011년 12월 31일 현재 국공유지는 31,979㎢로서 국토전체의 31.9%를 차지하고 있어 이에 대한 무단점유 방지는 국민의 재산을 관리한다는 사명감과 책임감을 동반하는 중요한 행정행위이다. 그러나 무단점유 국공유지의 해결방안에 있어서는 특별한 대책 없이 정책적 우선순위에서 뒤처져 있는 실정이다. 본 논문에서는 국공유지 관리실태 분석, 설문조사 등을 통하여 무단점유 국공유지의 효율적 발굴 방안을 제시하였다. 무단점유 국공유지의 효율적 발굴 방안에 대한 연구결과는 첫째, 동작구를 사례지역으로 공간정보시스템을 활용한 결과, 동작구 소재 2,080필지의 국공유지 중 4%인 78필지가 무단점유 국공유지로 확인되었다. 둘째, 중구(4개동)을 사례지역으로 지적측량결과도를 활용한 결과, 26필지 233.9㎡가 무단점유 된 것으로 확인되었다. 셋째, Mobile GIS를 활용하거나 대한지적공사와의 업무협력체계를 통하여 무단점유 국공유지 발굴 및 관리를 위한 국공유지 상시조사 체계를 구축하였다.

영문 초록

As of December 31, 2011, government and public owned lands amount to 31,979㎢, equivalent to 31.9% of whole lands in the country. Therefore prevention of possession without approval thereof is the important management activity that involves the sense of duty and responsibility to manage the wealth of the people in the country. In this thesis, the efficient detection methods are presented for government & public owned lands that are possessed without authorization. The first result of the study showed that, based on utilization of spatial information system with Dongjak-gu as the sample region for detection of government & public owned lands that are possessed without authorization, 78 lots or 4% of whole 2,080 lots of government & public owned lands were confirmed as in possession without approval. Secondly, by utilization of land registration survey map with Jung-gu as the sample region, 26 lots of 233.9㎡ were finally confirmed as possessed without authorization. Thirdly, by utilization of Mobile GIS or cooperative system with Korea Consolidated Survey Corp, on-going detection system was established for government & public owned lands that are possessed without authorization.
