국문 초록

본 연구는 중앙정부와 지방정부의 학교시설비 지원제도가 서울에 있는 25개 자치구들에게 학교시설을 공평하게 제공하는 시스템인지에 대한 분석을 실시하였다. 본 연구에 사용된 분석방법은 교육재정 분석모형을 이용하였다. 분석모형을 사용하여 학교시설이 충분한 수준으로 지원되고 있는지를 알아보았다. 또 수평적으로, 수직적으로 공평한 지원이 되고 있는지에 대해서도 알아보았다. 아울러 자치구들의 재정형편에 따라 학교시설이 달라지고 있는지에 대해서도 분석을 하였다. 분석 결과, 중앙정부와 지방정부의 자치구들에 대한 학교시설비 지원시스템은 공평하지 못한 것으로 나타났다. 구체적으로 살펴보면, 충분성 분석에서 자치구들의 학교교지 충분도는 1.0 이상으로 나타나 최소한의 기준을 충족하고 있는 것으로 나타났다. 한편, 학교건물의 충분도는 학생당 0.83으로 나타나 불충분한 것으로 나타났다. 수평적 공평성 분석에서 범위, 변동계수, 맥룬지수, 버스티겐지수등 수평적 공평성 평가척도들의 값을 본 결과 수평적으로 공평한 것으로 나타났다. 수직적 공평성 분석에서는 학생 수가 늘어나는 성장자치구들에 대한 추가적 지원이 뚜렷한 양상으로 확인되지 않았으므로 수평적 공평성은 존재하고 있지 않다고 판단된다. 끝으로, 재정적 중립성분석에서, 비록 학생당 학교시설의 충분도와 학생당 재산세 간에 상관관계는 없는 것으로 확인되었다. 따라서 재정적 중립성은 확보된 것으로 판단되었다.

영문 초록

This paper analyzes whether the current school facility funding systems of the central and local governments in Seoul equally provide school facilities to 25 autonomous districts within. A school funding analysis framework was specially designed for this study, and it was used to investigate whether the funds for school facility is adequately provided to each district, whether it is horizontally and/or vertically equitable, and whether school facilities differ according to the fiscal condition of the district. The results indicate that the current school facility funding systems of the central and local governments are not equitable. The adequacy ratio in the school site analysis was more than 1.0, which shows it only meets the minimum criteria. The adequacy ratio in the school building analysis was only 0.83 per student. It was concluded that the current funding system is fiscally neutral and horizontally equitable, but not vertically equitable. In the fiscal neutrality analysis, there was no correlation between the adequacy ratio of school facility per student and property tax per student. Horizontal equity can be inferred from the relevant variables including the range, the coefficient of variation, McLoone index and Verstegen index. However in the vertical equity analysis, additional support for the growing districts was not significant.
