패널 데이터를 이용한 부동산 정책효과분석

국문 초록

본 연구의 목적은 우리나라 주택 및 토지정책이 주택 가격에 어떤 영향을 미치는지에 관한 실증 분석 연구이다. 우리나라에서는 아직까지 분기별, 시군 구별로 정밀한 지역 패널데이터를 이용해 정부정책의 효과를 측정하는 연구는 없었다는 것에 본 연구의 의의가 있다 1991년 1분기부터 2009년 4분기 까지의 주택가격과 토지가격에 대해 축약방정식(reduced form)을 이용하여 패널분석 및 시차더미를 사용한 분석을 한다. 주택가격에 직접적인 영향을 주는 정부 정책의 효과를 패널 축약방정식모형을 이용하여 분석한다. 본 연구는 부동산 시장의 동태적 분석에 사용된 축약방정식 모형을 이용하여 10ㆍ29대책과 8ㆍ31대책 등 정부 정책 요인을 더미 변수화 하여 분석하였다. 기존 시계열 분석의 한계점을 개선하기 위해 지역패널데이터를 구축하여 패널분석을 하였다.

영문 초록

The purpose of this study is to analyze how the real estate policy, the land and housing policy in Korea, effects on the housing price, based on a quarterly and each county empirical analysis. The contribution of this paper is as follows: this study is the first attempt in Korea, which analyzes the effects of real estate policy using quarterly panel data constructed by counties. By employing the reduced form equation using data from 1st Quarter 1991 to 4th Quarter 2009 about the land and housing price, this study analysed the effect based on panel data and time-lag dummy. In other words, using the reduced form equation based on the panel data, this paper analyzes the government policy, which has the direct effect on the housing price. Especially, This paper analyzes the effects of various real estate policies such as "10.29" and "8.31" using reduced-form panel data model. In order to improve the limitation of time series analysis, the research is constructed the regional panel data for panel analysis.
