국문 초록

본 논문에서는 공기업의 지배구조가 사회적 책임활동에 어떤 영향을 미치는지 살펴보았다. 공기업의 지배구조 변수로 CEO의 공공부문 출신 및 정치적 연결성 여부, 이사회의 독립성 여부 및 주식시장 상장 여부를 이용하였고, 사회적 책임활동 변수로는 사회적 책임에 대한 정부의 공공기관 경영평가 점수를 이용하였다. 124개의 샘플을 분석한 결과, CEO가 공공부문 출신이면서 정치적으로 연결되지 않은 경우 사회적 책임활동에 긍정적인 영향을 미칠 것이라는 가설은 유의적으로 검증되지는 않았다. 그러나 이사회의장과 CEO가 분리되어 있는 경우 사회적 책임활동에 유의하게 긍정적 영향을 미치는 것으로 나타났다. 또한 공기업이 주식시장에 상장된 경우 사회적 책임활동에 유의하게 부정적인 영향을 미치는 것으로 나타났는데, 이는 상장된 공기업이 사회적 책임을 회피하거나 사회적 책임을 단기적인 대외이미지 제고 등의 기회주의적인 수단으로 사용하는 것으로 해석할 수 있다. 사기업에 대한 관련 선행연구와 유사한 결과를 보이면서, 공기업의 지배구조 역시 사회적 책임활동에 영향을 미침을 확인하였다.

영문 초록

This study examines the impact of state-owned enterprises' corporate governance on social responsibility activities. The proxies for corporate governance used include CEO's public sector background and political connectedness, independence of the board of directors and whether listed or not. As variables for social responsibility activities, we employ evaluation scores for corporate social responsibility. The government annually conducts a performance evaluation of state-owned enterprises and the evaluation usually consists of corporate social responsibility indicators. The analysis of 124 samples does not support the hypothesis that CEO, who is from the public sector and at the same time is not politically connected, is positively influential to social responsibility activities. However, we find that the board chair and CEO separation as a proxy for board independence is significantly and positively associated with social responsibility activities. In addition, listed state-owned enterprises are significantly and negatively associated with social responsibility activities. This may be interpreted as that listed state-owned enterprises are either avoiding or using social responsibility activities for opportunism such as a short-term improvement of the enterprise image. Consistent with prior studies related to private enterprises' social responsibility activities, the study shows that corporate governance of state-owned enterprises also has an impact on social responsibility activities.
