영문 초록
A court decision which shall be determined on the basis of facts should draw a conclusion along with the reasons through which the conclusion is arrived. A court decision without any reasons cannot be comprehended and contribute any legal progress.
Although the court does not discuss or examine other issues that the parties have not raised, the should deliver decisions with sufficient reasons for the controversial issues. A court decision with a conclusion only not accompanying with reasons responding the parties' assertion should be stopped. Such decision is a kind of abuse of the court's rights.
