국문 초록

본 연구는 생활시간조사와 국민시간이전계정을 이용하여 연령 단위로 비시장노동의 생산 및 소비 규모를 측정하여 세대간 자원재배분(intergenerational resource allocation)을 추계하였다. 또한 시장노동의 세대간 자원재배분과 비교분석을 실시하여 성별 간 차이를 파악하였다. 분석결과 비시장노동의 연간 규모는 시장노동의 약 40%에 이르며, 비시장노동을 고려하면 생애주기별 소비 규모가 보다 일정하게 유지되는 것을 확인하였다. 그리고 유년층의 소비규모가 67%(1인당 연간 480만원)로 확대되어 성인부모의 자녀에 대한 부양부담이 52%(1인당 연간 185만원)로 증가하였다. 비시장노동의 세대간 재배분을 성별로 살펴보면, 남성은 연령에 상관없이 비시장노동의 생산보다 소비가 더 많은 순수혜자(net beneficiary)이며 여성은 생산가능연령층과 노년층에서 비시장노동의 순기여자(net contributor)로 확인되었다. 본 연구의 의의는 다음과 같다. 첫째, 여성의 비시장노동은 상당한 규모로 이루어지며 경제적 가치로 환산할 경우 국민경제에 기여하는 바가 크다는 것을 확인하였다. 둘째, 은퇴-소비 퍼즐(retirement-consumption puzzle)에서 비시장노동에 대한 실증적인 분석을 시도하였다. 비시장노동을 고려하면 은퇴 후 소비 감소 폭이 크게 감소하여 생애주기에서 소비수준이 보다 일정하게 유지되었다.

영문 초록

This study examined the intergenerational resource allocation by measuring the scale of production and consumption of non-market labor with age as the unit using the National Time Transfer Accounts (NTTA) and the Time Use Survey in 2004. In addition, this study compared the results with the intergenerational resource allocation of market labor, and analyzed the difference between genders. As a result of analysis, the annual scale of non-market labor accounts for about 40% of market labor, and the scale of consumption by life-cycle remained steadier when considering non-market labor. In addition, the scale of consumption of children was expanded by 67%, and the burden of support of adult parents for their children increased by 52%. In view of the intergenerational resource allocation of non-market labor by gender, men are the net beneficiary of non-market labor regardless of their age, and women are identified to be the net contributor of non-market labor in the prime working ages and elderly. The significance of this study is as follows. First, it was identified that women greatly contribute to the national economy through non-market labor. Women increase the social welfare of household members through non-market labor. Second, this study attempted an empirical analysis on non-market labor in the retirement-consumption puzzle. Considering the non-market labor, the drop in consumption after retirement greatly decreased, and the consumption level in the life-cycle remained steadier.
