국문 초록

본 연구는 역량 포트폴리오를 통하여 여성경찰공무원들의 직무역량 제고방안을 모색하는데 있다. 이를 위하여 대구ㆍ경북지역 경찰서 및 지구대에 근무하고 있는 남녀 경찰공무원의 인식조사를 통하여 역량요인의 중요도와 여성경찰공무원의 현재적 수준에 대한 상호 비교 분석이 이루어졌다. 여성경찰공무원의 직무역량 제고를 위한 분석결과는 다음과 같다. 첫째, '적극 보강되어야 할 역량'으로서는 의사소통, 경찰동료에 대한 지원과 신뢰, 업무 및 현장에서의 리더십, 효율적이고 시의적절한 의사결정능력, 상황 대처 능력, 공ㆍ사의 명확한 구분, 경찰조직에 대한 헌신역량, 외부와의 네트워크 구축력 등 8개 요인이 중요하게 고려되었다. 둘째, '재검토되어야 할 역량'으로서는 개인적 수준에서의 자존감, 상호의견 교환과 합의 도출 능력, 사건해결에 대한 적극적 대응 능력, 기술활용능력, 조정통합력 등 5개 요인이 중요하다. 여성경찰공무원의 성공적인 업무수행을 위해서는 개인적인 행동을 구체적이고 실제적으로 규명하고 역량목표를 설정하며 관리 및 평가가 이루어져야 한다.

영문 초록

The paper tries to suggest a method to strengthen the competency of female workers. In order to reach its goal, theoretical debates on female public servants in the police and ability-based human resources management were made during the course of the study. Using data from previous studies and taking into account the need for an ability-based human resources management system for female workers, we picked out 21 criterions for measuring the competency of female workers in the police force, with them being largely divided into three: knowledge factor, technical factor and demeanor. This study suggests a plan to improve the work performance of female police workers. First, the study brings up the establishment of a human resources management system to maximize the specialties of female workers in the police and complement their shortcomings. In order to create a consistent and effective human resources management system that reinforces specialties of female workers, an ability model that matches the strategies or goals of the police force must be created. Second, the study suggests a method to complement the 8 criteria greatly needing improvement as well as the 5 additional criteria needing improvement. The method is divided into knowledge factors, technical factors and demeanor.
