온라인 시민참여와 경찰의 반응

국문 초록

오늘날 우리사회가 정보화 사회로 진전되면서 시민참여 방식을 대면적ㆍ직접적 참여방식에서 온라인 참여방식으로 전환시켜 주고 있다. 뿐만 아니라 정보사회는 시민에 대한 경찰기관의 대응방식을 즉흥적이고 고객지향적인 행정으로 변화시켜 주고 있다. 이러한 맥락에서 본 연구의 목적은 사이버 경찰청 자유게시판을 대상으로 온라인 시민참여의 실태를 분석해 보고 그에 따른 효율화 방안을 모색하는데 있다. 이 연구의 분석결과는 다음과 같다. 첫째, 경찰은 내외국인에 대한 차별 없이 자유게시판에 올려진 글에 대하여 응답하고 있으나, 외국인의 경우 자유게시판에 접근하는 경우가 흔하지 않은 것으로 나타났다. 둘째, 참여 동기 부분에 있어서 정신적 고통의 감소가 가장 높고, 물질적 혜택, 사회변동, 협상의 유도, 경찰조직의 개편, 위임 및 통제 등의 순으로 나타나고 있다. 셋째, 참여대상에서는 정책결정과 정책집행에 대한 글이 많이 게재되어 있으며, 문제의 기능별 분석과 관련해서는 수사와 교통문제에 높은 반응을 보이고 있다. 넷째, 게시된 글에 대한 응답 시간이 지연되고 있으나, 이는 경찰업무의 성격이 복잡하고 어렵기 때문으로 해석해 볼 수 있다. 연구결과에 따른 시사점으로서는 시민들 간에 토론의 장을 마련하기 위하여 메일링리스트, 온라인 대화방, 포럼 등의 활성화가 이루어져야 하며, 쌍방향 소통을 확대할 수 있도록 사이버공간영역의 상호규제와 함께 토론 내용을 피이드백 할 수 있도록 해야 한다.

영문 초록

In our society today highly informatization as the participation of citizens and police agencies are changing the way the corresponding. The purpose of this study is to analysis on-line participation and police responsiveness. To perform this study, I discuss the theoretical background of on-line participation and police responsiveness. The case analysis was electronic bulletin board of National Police Agency. The results was the followings: First, Police discrimination against foreigners without posts on bulletin is responding, but can see no common foreigners access to this bulletin. Second, participation motivation in induction of social change, the enjoyment of material benefits, reduction of emotional distress, the highest induction of negotiations, the reorganization of the police organization, delegation and control of induction, and so many are interested. The police, have high interest for the citizens of mental distress or material enjoyment. Third, Are targeted for participation in the policy-making and policy enforcement for a lot of shows, and the police respond sensitively policy that policy makers in their planning and policing related. In addition, functional analysis of the problem with regard to the investigation and traffic problems, has shown high reactivity. Related to the various events and accidents, which is a problem closely the daily life of the residents and citizens due to a lack of professional knowledge and information, and raises significant questions or complaints against him, the police can see that the reaction takes place. Fourth, citizens publish an article about the response time is getting late, but the complexity and the nature of police work is difficult. As implications according to the results of the research chapter of discussion between citizens in order to provide mutual regulation of cyber-space area of the standard e-mail format, well presented.
