호주와 한국의 경비원 교육훈련제도 비교 연구

국문 초록

호주 민간경비산업은 다양한 치안의 필요성에 따라 급격히 성장했으며, 이에 따른 수요를 대응하기 위한 전문 인력 양성을 위하여 경비원 교육훈련제도를 발전시켜왔다. 호주의 교육훈련제도는 국가적으로 일관성 있는 호주자격체계(AQF)를 기반으로 하여 사전학습인증제(PRL), 국가훈련체계(NTF), 훈련패키지(Training Package), 호주교육훈련질관리체계(AQTF)를 통하여 교육훈련제도에 대한 신뢰와 높은 수준의 질을 유지하고 있다. 이 연구는 호주 퀸즐랜드주의 경비원 교육훈련제도를 한국과 비교하여 시사점을 제공하고자 하였다. 그 시사점은 첫째, 현재 이원적으로 운영되고 있는 교육훈련 및 자격제도를 일원화하여 효율적인 관리가 필요하다. 둘째, 이전학습인정(PRL)을 도입해 학력과 직업자격 간의 호환성과 교육생들의 접근성을 높여야 한다. 셋째, 다양하게 편성된 교육훈련 프로그램, 교육생의 선택권 보장, 교육훈련 기관 간의 경쟁 등을 통하여 경비원의 자질향상과 소비자의 경비원 인식을 높여야 한다. 넷째, 「경비업법」과 「주택법」으로 이원화된 시스템을 통합 관리 운영해 체계적인 교육훈련이 이루어져야 한다. 기타 민간경비업무 영역의 확대, 경비업체의 교육훈련, 경비원 자격제도를 위한 직무능력 표준기준 마련, 경비원들의 자격증 패용이 있다.

영문 초록

Private security industry in Australia has grown rapidly in accordance with various public orders. Australia has developed security education & training system to nurture specialized manpower who can cope with its demand. The education & training system is based on nationally consistent AQF and maintains the reliance and high quality for education system through PRL, NTF, Training Package and AQTF. The purpose of this study was to compare security education & training system of Queensland State, Australia to that of Korea to provide implication. The first implication is that it is necessary to unify education & training and qualification system that is currently operated in dual system. The second implication is that it is necessary to improve compatibility between academic background and vacational qualification and access of trainee by adopting PRL system. The third implication is that it is necessary to improve security's talent and consumer's security consciousness by adopting various organized education & training program, securing the option for trainee and promoting the competition between education organizations. The fourth implication is that it is necessary to perform systematic education & training by unifying, controlling and running the system that is currently divided into Private Security Industry Act and Housing Act. As other implications, it is necessary to enlarge the works of private security industry, establish the vocational ability standard for security company's education & training and security's qualification system and making securities wear the license.
