대입제도 개선정책의 정책인과가설 분석

국문 초록

본 연구의 목적은 노무현정부와 이명박정부 대입정책에 나타난 정책인과가설을 분석하고 이를 바탕으로 정책적 시사점을 도출하는 것이다. 분석 결과, 노무현정부의 ‘학생부 비중 확대 인과가설’은 학생들에게 학습부담 가중, 사교육비 증가를 가져왔다. ‘입학사정관제 인과가설’과 ‘특별전형 확대 인과가설’은 대입 공정성 약화, 사교육비 증가, 사회통합 약화 등을 초래하였다. 이명박정부에서는 ‘대입 자율화인과가설’과 ‘입학사정관제 확대 인과가설’이 대입전형 복잡화, 공정성 약화, 사교육비 증가를 가져왔다. ‘수준별 수능과 수능과목 축소 인과가설’은 대입전형에서의 혼란과 고교교육 왜곡, 사교육비 증가의 주요 원인으로 작용하였다. 이러한 연구를 근거로, 대입정책의 실패는 정책인과가설의 오류에서 비롯되었으며 이는 정책문제 분석에서의 ‘제3종 오류’에 기인하였다고 분석하였다. 또한 노무현정부의 대입정책 인과가설에 의한 정책이 수정되지 못한 채 이명박정부 대입정책의 인과가설에 의한 정책과 맞물려 부작용이 확대되었다고 분석하였다. 분석에 근거하여, 정책문제에 대한 인과관계 분석의 중요성을 강조하였다. 대입정책 개선을 위해서는 ‘학생들의 꿈과 끼를 살리는 진로맞춤형 대입제도’의 도입, 지나친 학생부 비중 조정, 한국교육과정평가원이 주관하는 공동논술의 도입, EBS-수능 연계정책의 수정, 정부와 대학의 공적 책무성 확대, 대입문제에 대한 종합적이고 체계적인 연구와 정책대안 수립 등을 제안하였다.

영문 초록

The purpose of this study is to analyze policy causal hypotheses in college admission policies during the Lee Myung-bak Administration and thereupon to draw some points for policy making. Analysis shows that the causal hypothesis of the Roh Moo-hyun's for raised reflection in college entrance of school reports actually caused extra burden on study and hikes of private education costs. Causal hypotheses for admissions officer system and expansion of special admission resulted in compromised fairness in college entrance; hyped tuitions for private education; and weakened social cohesion. The Lee administration gave rise to complications of college admission rules, impairment in fairness, and increased costs in education. Causal hypothesis for SAT acted as a main cause of confusion in college admission, distortion in high school education, and raises in education costs. Grounded on this research, failures of college admission rules are ascribed to fallacy in policy causal hypotheses due to ‘type Ⅲ error’ in analyzing policy issues. Also, it was found that the causal hypotheses of the Lee government were fused with those of Roh's without any corrections, causing more side effects. Based on the research, the importance of analyzing policy causality was emphasized. As solutions for better college entrance system were suggested an introduction of college admission rules enlivening students' talents; adjustment of excessive applying rate of school reports; implementation of unified essay writing evaluation; revision of linkage policy of EBS-SAT; increased public responsibilities of the government and colleges; comprehensive studies on college admission; and establishment of alternative policies.
