국문 초록

이 글에서는 환경보호의 목표와 그것의 실천 문제와 관련한 철학적이고 윤리적인 문제들이 다루어진다. 21세기 생태적 파멸의 상황에 직면해 우리는 환경을 보호하기 위한 노력들을 경주해 왔다. 특히 우리는 환경이 문제가 되면 과학과 기술에 의존하는 경향이 있는데 환경문제는 사실 근본적으로는 철학적이고 윤리적인 문제다. 환경을 보호하는 이유들로는 여러 가지 합당한 이유들이 있다. 어떤 이는 환경을 수단적으로 소중히 여기고 어떤 이들은 본래적으로, 즉 그 자체로 소중히 여긴다. 그리고 이러한 차이는 각각 환경 보호의 상이한 실천 방식들을 만들어 낸다. 그렇기에 이것은 다시 우리의 환경적 실천이나 정책적 과정에서 갈등을 만들어내기도 한다. 우리의 경우는 4대강사업을 두고 벌이는 논란이 대표적인 사례이다. 바로 여기에서 윤리적이고 철학적인 중요한 문제가 제기된다. 이러한 문제를 검토하기 위해 나는 먼저 우리의 환경보호 목표들을 언급한다. 그리고 이어서 이러한 목표를 실천하는 것이 가능한지 그리고 어떠한 식으로 실천을 해야 하는지에 대해 비판적으로 검토한다. 이러한 논의를 하다보면 목표를 성취하기 위한 환경적 실천이나 정책 과정에서의 차이나 갈등이 발생하는 것을 보게 되는데, 이것은 바로 우리가 저마다 상이한 윤리적 이론들이나 가치 가정들을 바탕에 깔고 있기 때문이라는 것을 알 수 있다. 그리고서 나는 이러한 실천상의 문제를 해소 및 완화시킬 수 있는 방안에 대해 비판적 검토를 한다. 그러나 환경문제는 광범위하면서도 장기적인 문제로 복잡성과 불확실성을 특징으로 하기에 결정적이면서도 완벽한 하나의 해결책을 마련하기가 쉽지 않다. 그래서 나는 이러한 상황에서 문제해결을 위한 정책 철학적 원리들에 대한 더 이상의 철저한 탐구를 제안한다. 어느 것도 확실치 않을 때 이것은 바로 우리의 지혜이자 의무이기 때문이다. 그리고 동시에 나는 환경 문제의 불확실성에 직면하여 환경을 신중하고 겸손하게 다룰 것과 환경을 존중하는 품성과 태도를 함양하기 위한 덕의 윤리를 한 대안으로 제시한다.

영문 초록

In the twenty-first century, we are faced with many environmental challenges unprecedented in the history of our planet. Undoubtedly, we must protect our environment or ecosystem, and in doing so, we usually look to science and technology for the solutions. However, environmental problems have not only a scientific and technological dimension, but also a philosophical and ethical one. Therefore, in this study I try to examine the goals of environmental protection and environmental policy practice from a philosophical and ethical point of view. Nowadays, regarding the problems of environmental protection, there are various purposes and reasons of the protection advocated by various parties, which would lead to a conflict between them when they have to decide what is the best way to deal with a particular environmental problem. A good example for this is the disputes over the Four Rivers Development Project. This is why we should pay more attention to the fundamental questions of philosophy and ethics. Hence, above all, I examine some special terms that are supposed to represent our goals, such as 'sustainability', 'life', 'biodiversity', 'wild nature and/or wilderness as an ecosystem', and 'integrity and 'authenticity'. These are mostly natural values that we must value or the intrinsic value-conferring properties. And subsequently I examine whether it is possible to achieve these goals. But there are many conflicts in environmental practice and policy process. Main reason is because different environmental ethical theories and the value assumptions support different goals of environmental management and generate different policies when it comes to the specific issues. And then I offer a detailed analysis of the ethical issues that lie behind environmental protection and current policy-making. And I examine systematic methods of decision theory, philosophy of environmental policy and deliberative decision-making which are measures to solve or ameliorate conflict and dilemma. But the complexity and uncertainty are characteristics of environmental problem. Therefore foregoing arguments fail to give a only solution to fundamental problems. But in this global environmental crisis, if we just delay the decisions we will be at a disadvantage. So I finally propose further studying philosophical principes of environmental policy to solve the matter. At the same time I suggest that what is needed in future environmental management efforts is a recovery of those ethical attitudes of respect and reciprocity for nature.
